After accounting for the state's additional taxes and other program costs, the increase has ranged between 17 cents and 34 cents per gallon since 2015.The agency noted the price jump "roughly matches" the period in 2015 when an explosion at Exxon Mobil's refinery in Torrance crippled production in the state for more than a year. But the refinery has restored normal operations, suggesting other factors are driving up the price of fuel.One possible explanation the commission identified is some retailers are charging higher prices than others "for essentially the same product." The commission noted Chevron, Shell, Exxon, Mobil and 76 have doubled their prices compared to ARCO, unbranded retailers and hypermart locations, which include stations associated with supermarkets or big-box retail stores."While this practice is not necessarily illegal, it may be an effort of a segment of the market to artificially inflate prices to the detriment of California consumers," the commission noted in its report.Agency officials said this type of price increase would normally drive customers to lower-priced competitors. From 2010 to 2017, the commission said the percentage of gasoline sold by Chevron, Shell and 76 retail stores dropped by about 3 percentage points combined.However, the commission noted its preliminary estimates are "imprecise." Now one of those brands, Fitbit, has teamed up with researchers to try and predict COVID-19 symptoms before they start."About seven years ago when these Fitbits and things were coming out as fitness trackers, we said, Well they're probably pretty good physiological markers, not just fitness markers," said Dr. Michael Snyder with Stanford University's School of Medicine.Dr. Snyder says they were first able to use the technology to help them catch early signs of Lyme disease. In the first, researchers evaluated six months of data in a majority of patients who tested positive for COVID-19. If we start flagging people as early as possible we’re going to be way [ahead in reducing] the number of cases, probably help people in saying no you shouldn’t go to work today. So, it has broad implications for the economy, pandemic spread and personal health period," said Dr. Snyder.Senior Vice President and General Manager of Fitbit Health Solutions, Amy McDonough, agrees."In particular, resting heart rate, heart rate variability, breathing rate all might change as your body is fighting off illness. So the study is really to look at what are the expressed changes that might happen," said McDonough."I think your immune system engages pretty quickly when you get ill and the cells are probably consuming a lot of energy and your heart needs to pound away to create some of them," said Dr. Snyder.Stanford's second phase of the study starts soon. People who have a fitness tracker can sign up and anonymously share their fitness data. Then, they can get alerted when researchers detect an elevated resting heart rate and possible early signs of contracting a virus."To be able to do that earlier detection can help keep people safe and help understand their body and when they might be fighting off illness," said McDonough.Dr. Snyder is confident in the technology, which he says helped him detect his own case of Lyme disease. "In one case which was on me, it was pretty clear I was ill because of the bio marker but I didn’t feel symptoms and my watch even picked that up. ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit.
