CROCKETT, Calif. (AP) — A fire at an oil storage facility in the San Francisco Bay Area prompted a hazardous materials emergency Tuesday afternoon that led authorities to order about 12,000 people in two communities to stay inside with all windows and doors closed.Thick plumes of black smoke and flames filled the skyline around the NuStar Energy LP facility in Crockett, California, about 30 miles (50 kilometers) northeast of San Francisco."This is a very dynamic, rapidly evolving situation," said Capt. George Laing of the Contra Costa Fire Department. "We've got two tanks that are releasing chemicals that are still burning."The Contra Costa Health Department posted on Twitter that there was a "hazardous materials emergency" in the towns of Crockett, home to about 3,100 people, and Rodeo, population 8,700. The department urged residents to stay inside and close all windows and doors."Cover any cracks around doors or windows with tape or damp towels. Stay off the phone unless you need to report a life-threatening emergency at your location."The city of Vallejo also tweeted that its residents should stay inside.Contra Costa Fire Department spokesman Steve Hill said that an hour into battling the blaze, which started around 2 p.m., firefighters seemed to be making progress and were keeping adjacent tanks cooled with water.Interstate 80 was closed.Officials said they did not immediately know the cause of the fire and whether there was any connection to a 4.5-magnitude earthquake Monday night centered in the East Bay city of Pleasant Hill, north of Oakland.That quake caused malfunctions at two nearby oil refineries operated by Shell and Marathon oil, Randy Sawyer, Contra Costa County's chief environmental health and hazardous materials officer, told KQED News. Some equipment at the Shell refinery was temporarily affected by the quake, spokesman Ray Fisher said. 1895

City officials voted unanimously on Thursday to install two new rainbow-painted crosswalks to show support for the LGBTQ community in Phoenix. The vote was in response to interest by community groups after noting several other cities across the country have installed rainbow crosswalks as a symbol of inclusiveness with the LGBTQ community. "Phoenix values and embraces its LGBTQ brothers and sisters," Mayor Greg Stanton said. "Phoenix is committed to ensuring equal treatment and rights for everyone and showing our support because we know diversity makes us stronger."  The proposed rainbow crosswalks would be installed at two existing pedestrian crosswalks, located at Central Avenue and Portland Street, and the other at the crossing of 7th and Glenrosa avenues. The Phoenix Pride Community Foundation, one-n-ten, and Aunt Rita's Foundation have offered to cover the costs of materials, installation and ongoing maintenance for the rainbow-painted portions of the crosswalks that are not already maintained by the city. All three groups are non-profits that serve and assist LGBTQ individuals and the community."The City of Phoenix has always maxed out its score on the equality index. They've been longtime supporters of not only one n ten but Phoenix Pride and all of our LGBTQ organizations," said Travis Shumake, with one-n-ten. "Several corporations have gotten behind us to say we'll help you maintain that crosswalk. Colleges are trying to figure out how students can safely get back to school, as more schools are choosing to go online only for the fall.For colleges that will have students on-campus, a big question is how testing could work. This week, Maryland's state universities are some of the latest to say they will test students if they can't prove they had a negative test within 14 days of arriving on-campusResearchers from Yale, Harvard and Massachusetts General Hospital have a model of what they say needs to happen for campuses to reopen.It includes testing students every two days along with strict social distancing measures“There are still schools out there who think they can get by with symptom-based monitoring,” said David Paltiel of Yale Public Health. “That is waiting until a student develops symptoms before springing into action. We have run simulations and scenarios over and over again. We have yet to find a single one where that is good enough.”Experts believe screening frequency is more important than test accuracy. But they say daily testing could lead to false positives. They think testing every two days will cost 0 per student per semester.“Any school that cannot see how it's going to reasonably implement a program of frequent screening alongside a program of social distancing really has to ask itself if it has any business reopening,” Paltiel said.Vassar College President Elizabeth Bradley looked at how the model would work for them. She wrote in the journal JAMA they would have a controllable number of infections, even if they only tested students every four weeks.They would also use social distancing, masks, and contact tracing. Coronavirus cases have forced the postponement or cancelation of 10 college football games this weekend.Out of the 10 games, only one involved a Top 25 team. No. 10 Wisconsin has canceled its game against Purdue, marking the second weekend in a row the Badgers have not played.
