BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. "It is for the third time in the last three years that the MOD has tried to showcase the transparency of the 2.3-million strong PLA. In 2008, the ministry invited 103 foreign and domestic reporters to an armored division of the PLA's thump-card No. 38 group army. SHANGHAI, Aug. 13 (Xinhua) - Swiss President Doris Leuthard Thursday said the rise in bilateral trade between Switzerland and China is a delightful surprise, as she seeks to expand economic cooperation with China through a free trade agreement.The trade increase was a surprise as it came during the economic crisis last year, Leuthard said.In the first six months of 2010, Swiss exports to China increased more than 30 percent and Chinese exports to Switzerland increased more than 16 percent.Total trade volume between the two countries during the period hit 6.2 billion Swiss Francs (5.86 billion U.S. dollars), she added.Leuthard said she is optimistic about the future of Sino-Swiss bilateral trade, as the two countries are working on a free trade agreement."We are ending feasibility study (for the agreement) so both sides know the market, the opportunities and the risks very well. It is very promising," she said.After the joint feasibility study, the two sides will enter the final stage ahead of the signing of the deal, she added.Talks on the free trade agreement began in 2007 when Leuthard, as head of the Federal Department of Economic Affairs, signed an agreement with then-Minister of Commerce Bo Xilai. The agreement recognized the full market status of China.Switzerland hopes to be the first European country to have a free trade agreement with China, Leuthard told Xinhua in an interview last year.China is Switzerland's second largest trade partner in Asia after Japan.

BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said.The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added.The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent.The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said.The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection.The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.
