SAN DIEGO (KGTV) -- The California Department of Corrections and Rehabilitation are looking for two women they say walked away from the Custody to Community Transitional Reentry Program.The department says, while conducting a room search Thursday, staff discovered a cell phone in a room shared by Karen Flores, 26, and Gisselle Rivas, 20.A short while later, it was discovered that both women removed their ankle monitors and walked away from the facility.Flores is a Hispanic female, 5 feet, 1 inch tall, weighing 168 pounds with brown hair and brown eyes. Authorities say she was serving more than two years at the facility for second-degree burglary and grand theft.Rivas is a Hispanic female, 5 feet, 1 inch tall, weighing 148 pounds with brown hair and brown eyes. She was serving four years at the facility for first-degree burglary and vehicle theft.Anyone with information is asked to call 916-464-4169 or contact local law enforcement. 963

The device was reported Monday afternoon in or near Building A, according to the school. The building serves as administrative offices. The college says no classes were affected by the evacuation. SAN DIEGO (KGTV) - The eight-legged population is overrunning parts of Balboa Park a bit earlier than usual this year.Spider season is in full bloom in San Diego. From Rancho Penasquitos to downtown, people say they are finding webs just about everywhere including hiking trailsOne person wrote on a local Reddit thread they stopped hiking because there were so many webs.Chris Conlan works with San Diego County Vector Control and says there's nothing on usual with what folks are seeing.“They hatch out in the spring and they’re small and make very small webs,” said Conlan. "But as they begin to grow over the course of the summer and beginning of fall where we are right now, they’re much larger they tend to spin bigger webs and those are they kind of webs people walk into freak out and do the spider dance."Conlan says the webs people are bumping into on trails are likely orb weavers’. They are poisonous, but their venom is not toxic to humans like other spiders.“It’s really just the black and the brown widow that people need to worry about and they tend to spin more out of the way webs in corners and dark places," said Conlan. "They’re not the type of web you’re just going to go walking through."Conlan’s advice for folks’ encountering spider’s homes is as good anyone’s.“Carry a stick in front of you,” said Conlan with a laugh. "And be prepared to wipe web off your face from time to time.” 1420

  

SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. In June a Border Patrol agent in Calexico was hit in the head by a rock about the size of a softball.RELATED: Artists install seesaws at border so kids in the US and Mexico could play together"With a wall like this it will create more of a deterrent. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) - The California State University Chancellor said Friday the schools will not increase tuition for the 2018-2019 academic year, and demanded the state fund the system's critical needs.CSU Chancellor Timothy P. White said it was in the state’s best interest to fund the university’s critical needs supporting student access, achievement, and degree completion.“In light of California’s strong economy, California’s students and their families should not be saddled with additional financial burden to attain public higher education,” said White. “We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state’s highest priorities.”Last year, nearly 100,000 CSU students earned bachelor’s degrees and 20,000 earned graduate degrees.In November, the CSU budget request sought an increase of 3 million. The system considers its most pressing needs to be enrollment growth, a graduation initiative, increases for employee compensation, healthcare and retirement costs, facility operations and infrastructure requirements.Governor Brown’s budget proposal included an increase of .1 million.10News reached out to the CSU chancellor to find out how officials planned to compensate for the funding gap. A spokesman said it has made a case for more funding and will continue to do so, until the state budget is finalized in late June. Any financial decisions for the university system dealing with a potential funding shortage would happen in spring 2019.The Governor's Budget Spokesperson, H.D.
