KHARTOUM, Sept. 17 (Xinhua) -- Sudanese Minister of Foreign Affairs Ali Ahmed Karti said on Friday his visit to China carried reassurances and confirmations to the Chinese side his government keenness to enhance cooperation with China even after a referendum to be held in southern Sudan."We have delivered a message on our keenness on continuation in enhancing the cooperation with China and expanding its investments in the country, particularly in north Sudan," Karti told reporters at Khartoum airport today upon return from a tour that included China and Egypt."China is an important country for Sudan and we are keen to fully coordinate with it, particularly with regard to current international issues. We are expecting China to play an important role in the international meeting on Sudan, scheduled for September 24, 2010," he added.He further stressed that Sudan was looking forward to enhancing ties with China, saying that "I have held consultations with the Chinese leadership on many issues and we have agreed on coordination during the forthcoming meetings of the United Nations General Assembly."The Sudanese minister described his visit to China as "one of the best official visits," adding that "we have managed to convey our viewpoint on many issues that has received complete response on the part of the Chinese leadership."On January 9, 2011, the southern Sudanese are expected to vote in a referendum on self-determination for southern Sudan to opt between unity or separation according to the provisions of the Comprehensive Peace Agreement (CPA), inked between north and south Sudan in 2005, and the Sudanese Constitution.The referendum would be considered legal if fifty eight percent of the registered voters participated in the referendum, and if the quorum was incomplete, there would be re-voting with the same terms in 60 days of the announcement of the referendum result.The result of the referendum would be decided by a simple majority of fifty percent plus one of the votes.

BEIJING, Oct. 22 (Xinhua) -- A senior Chinese military official reiterated on Friday that a peaceful resolution through consultation and negotiation was needed to handle disputes over the South China Sea.Ma Xiaotian, deputy chief of the General Staff of the Chinese People's Liberation Army (PLA), made the remarks in his keynote speech at the opening of the Xiangshan military forum in Beijing, which discussed Asia-Pacific security issues.Ma reiterated that China has indisputable sovereignty over the islands in the South China Sea and the surrounding waters, and is committed to enhancing dialogue and cooperation with the parties concerned to maintain peace and stability in the region.He stressed that China had always guaranteed freedom of navigation in and flying over the South China Sea in accordance with international law."It is the common interests of China and other countries to maintain freedom and security of navigation in the region," he said.""We also believe that the overall situation in the South China Sea is stable," Ma said. BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background.The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said.The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed.The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.
