DETROIT (AP) — General Motors says it will recall nearly 69,000 Chevrolet Bolt electric cars worldwide, and 51,000 of them in the U.S. because the batteries have caught fire in five of them.The company says it doesn't know yet what's causing the fires, but engineers are working to figure it out. Two people have suffered smoke inhalation due to the fires and a house set ablaze. U.S. safety regulators said the cars should be parked outdoors until recall repairs are done. Bolt Executive Chief Engineer Jesse Ortega says dealers will install software that limits charging to 90% of the battery's capacity until a permanent fix is developed. (KGTV) — Part of a Del Mar cliff crumbled, just feet away from train tracks, following heavy rains that battered the county.Sky10 flew over the affected area Friday, capturing a portion of cliffside hollowed out near train tracks near 13th Street. Several crews were seen assessing the area. However, Amtrak later posted that all train travel between Oceanside and San Diego will be canceled and a bus bridge will be used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."North County Transit District added that, "The heavy rainstorms over the last 48 hours have caused a washout adjacent to the coastal railroad tracks along the Del Mar Bluffs just south of Coast Boulevard which support COASTER, Amtrak, and BNSF operations. At this time, all trains can safely operate at restricted speeds through the area based on site reviews and inspections conducted by railroad engineers."NCTD also planned bus service starting 6 a.m. Saturday. COASTER passengers will run a regular service from Oceanside to the Solana Beach train station, with passengers taking a bus to Santa Fe Depot in San Diego. DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. Democratic Sen. Bill Nelson on Sunday conceded the Florida Senate race to Republican Gov. Rick Scott, ending his re-election bid after the completion of a statewide recount.Scott announced the concession in a statement, saying, "I just spoke with Senator Bill Nelson, who graciously conceded, and I thanked him for his years of public service."Nelson will make a statement at 3 p.m. ET on Sunday, his campaign announced.The concession brings to conclusion a key Senate race that continued to be fought well after Election Day.The Senate race -- along with the governor's and state's race for agriculture commissioner -- went to a machine recount a week ago, but the recount did not do nearly enough for Nelson and further formalized Scott's more than 12,000-vote lead.
