(CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan. The plan, "Vista Classic" allows every school in the district to reopen at full capacity. Parents and guardians will still be able to keep students in "Vista Virtual," the district's distance-learning program, if they so choose.The district said it will attempt to have social distancing as much as possible but will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.ABC 10News was at Vista High School as, for the first time in more than seven months, students with backpacks were seen walking to school.Some students told ABC 10News they with had mixed reactions to coming back.One Vista High student said, “I’ve been wanting to come back because I miss going out and interacting with people.”Another student added, “I don’t want to catch the virus and spread it to my family.”A rally last Thursday by teachers and parents at Foothill Oaks Elementary School attempted to dissuade the Vista Unified School Board from reopening Tuesday, with many educators believing the safety measures inadequate.According to KPBS, plexiglass barriers were not provided to teachers. Instead, they were given PVC pipes and plastic liner to create makeshift protection from students returning to in-person learning.Keri Avila, president of the Vista Teachers Association, said on the first day back they’re already seeing issues that need to be addressed to ensure that everyone stays safe.“The problem is it’s not equitable throughout the district. What other classrooms have others don’t have. And we just want the safety for all of our members and students,” Avila said.The reopening of the Vista district comes as the county is expecting to receive bad news about its reopening status with the California Department of Public Health. Rising case numbers could tip the region into the "purple" tier, the state's most restrictive, as soon as next week. WASHINGTON (AP) — An official at the Department of Homeland Security says he was pressured by agency leaders to make his intelligence reports reflect the priorities of the Trump administration. Brian Murphy also says in a whistleblower complaint that he was demoted from his position as the Office of Intelligence and Analysis in retaliation for refusing to alter his reports on such matters as Russian interference in the election and the extent of the threat posed by white supremacists.A copy of the complaint was released Wednesday by Rep. VISTA, Calif. (KGTV) -- A famous horse jockey known for winning the Kentucky Derby as well as races in Del Mar has been charged with domestic violence. Patrick Valenzuela was charged Wednesday with domestic violence and several other related charges. In October of 2018, Valenzuela pleaded guilty to a separate domestic abuse charge, admitting to hitting his girlfriend at a restaurant in Carlsbad. RELATED: Famous horse jockey pleads guilty to batteryIn that case, prosecutors said he hit his girlfriend in a jealous rage after she hugged a bartender. Prosecutors added that he grabbed his girlfriend’s cellphone and hit her face. They also said he chased her to her car and beat on her window and that she was scared to let him into the vehicle. After pleading guilty, Valenzuela was given three years probation and ordered to a domestic violence recovery program. Valenzuela is scheduled back in court on March 22. 926

VISTA (CNS) - A man who allegedly stabbed a transient at the culmination of an Escondido crime spree pleaded not guilty to attempted murder and other charges Tuesday, with police saying new jail booking criteria established during the COVID-19 pandemic kept the suspect out of custody despite numerous arrests.Timothy Alvarado, 22, of La Mesa, is accused of stabbing the victim in the neck on May 16, following several other arrests in the weeks leading up to the alleged attack.Alvarado was arrested and released four times between May 2 and May 14 for allegedly stealing cars, including the same vehicle twice in four days from the same apartment complex, according to Escondido police.Alvarado faces an attempted murder charge in the May 16 stabbing, and about a dozen additional felony counts related to the car thefts. He faces 11 years to life in prison if convicted of attempted murder and a maximum of eight years and eight months behind bars for the vehicle thefts, according to the District Attorney's Office.Escondido police say new booking regulations instituted by the state to reduce jail populations prohibited them from booking Alvarado until he allegedly commited the stabbing, as his previous alleged crimes fell under the state court order lowering bail to <云转化_句子> for misdemeanors and nonviolent felonies.Alvarado's alleged May crime spree began about three weeks after he was released from jail after serving a burglary sentence.-- On May 2, Alvarado was allegedly spotted driving a minivan stolen from an Escondido used car lot, then fled from officers in a pursuit. Police say he was cited and released.-- On May 14, Alvarado was arrested on suspicion of auto theft and possession of a stolen vehicle for allegedly stealing the same Mitsubishi Lancer, then cited and released. Both times the car was taken from the same Lincoln Avenue apartment complex, according to police.Alvarado was also contacted by officers two other times during that span, for an alleged municipal code violation on May 12 and resisting arrest and possession of drug paraphernalia on May 15. He was cited, but was not arrested either time, as neither offense would have had him booked even before the emergency bail schedules, police said.Police said the May 16 stabbing happened just before 3 p.m. A nearby Escondido police supervisor heard someone yelling "stop!" near the Escondido Sprinter Station at 796 W. Valley Parkway and saw a man emerge from bushes near the station and run west from the scene toward Tulip street. The victim then came out of the bushes holding his neck, and "was bleeding profusely," police said.Alvarado was detained by other officers on the bike path just west of Tulip Street.The victim was taken to Palomar Medical Center, where he underwent emergency surgery.Alvarado is being held without bail and is due back in court June 26 for a readiness conference. 3491
