BEIJING, July 24 (Xinhua) - Flooding was temporarily eased on the Yangtze River as the Three Gorges Dam on China's longest river saw water levels slightly down from its crest stage, the nation's flood control authority said Saturday.The water level at the dam fell to 158.54 meters as of 8 a.m. Saturday, 0.32 meters lower than its highest level of 158.86 meters which took place on Friday morning, according to data from the Office of State Flood Control and Drought Relief HeadquartersThe water was flowing from the upper stream of the river at 31,000 cubic meters per second, said the office in a statement on its website.However, the water level was still 13.54 meters above the alarm level and is expected to increase again due to rainfall and water inflows from tributaries in the upper stream, the statement said.The office warned that the water level at the dam is very likely to exceed the historical level, if it rises again.Some of the country's other major rivers were also witnessing water levels surpassing their warning levels, including the Jialing River, Hanjiang River and Huaihe River, the statement said.Chinese Premier Wen Jiabao said China was at a "crucial stage" for flood control during an inspection tour in central China's Hubei Province that began July 23.He ordered local governments to adopt scientific measures to be well-prepared for "more serious floods and disasters" .Floods in China this year have left 742 people dead and 367 missing as of Friday, according to the flood control office.

BEIJING, Aug. 15 (Xinhua) -- The Agricultural Bank of China (ABC), one of China's "big four" state-owned commercial banks, won the title for the world's largest initial public offering (IPO) after selling another 3.34 billion shares at its IPO price of 2.68 yuan per share.The ABC said in a statement at the Shanghai Stock Exchange Sunday that it raised an additional 8.94 billion yuan (1.31 billion U.S. dollars) after fully exercising the over-allotment option of its Shanghai share offering. The bank has now raised 22.1 billion U.S. dollars.The previous record was set by the Industrial and Commercial Bank of China, which raised a record 21.9 billion U.S. dollars in its IPO in 2006.ABC shares rose 0.37 percent to 2.69 yuan on the Shanghai bourse Friday.The ABC is the last of the "big four" state-owned commercial lenders to go public. BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

BEIJING, July 1 (Xinhua) -- Chinese Vice President Xi Jinping on Thursday urged members and officials of the Communist Party of China (CPC) to emulate the achievements of an official who died on duty after six years of dedicated work as a village Party secretary.Xi made the statement in Beijing while meeting with attendants to a ceremony to mark the release of a movie about the Party secretary's life in the village, and that of a book based on his diaries.The official, Shen Hao, had been a provincial government official in Anhui in central China, but was later assigned as a village Party secretary in 2004.Shen's devotion to his job brought about significant changes in the village and twice his term was extended at the request of the people in the village, though the work eventually cost him his life. He fell ill through constant overwork and died on November 6, 2009.Xi hailed Shen as a role model for CPC members and officials and urged them to maintain close ties with the people.

BEIJING, July 6 (Xinhua) -- China has sent 15,603 soldiers to participate in 18 United Nations peacekeeping missions since 1990, an official of China's Ministry of National Defense said Tuesday.Of the total, nine soldiers died while on the missions, said Tao Xiangyang.As of the end of June 2010, there were still 1,960 soldiers deployed in UN peacekeeping missions in nine mission areas or working in the UN peacekeeping department, Tao said.Also on Tuesday, a group of 38 foreign military attaches to China, who were from 36 countries, visited a training center for peacekeeping soldiers in Huairou District, suburban Beijing.
