SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.She says she wasn't given enough information and wants to warn others about her experience.Three months after Essure was implanted she began experiencing severe pain. San Diego (KGTV)- CSU San Marcos is hoping to help low-income students enrolled in the chemistry and biochemistry department. The department received a nearly million grant. A new program is expected to lead to a higher graduation rate.“Students from our department, they get placed in graduate programs across the nation,” says Professor Robert Iafe. “A large percentage actually joins the workforce.”Iafe says it’s their goal to continue students down this path.The National Science Foundation awarded the department nearly million for scholarships for low-income students.“Training somebody from the community to go out into the community only makes it stronger.”Incoming freshmen will participate in the department’s new program, referred to as the Targeted Learning Community.“We’re going to have a community made up of about 30 students that start freshman year in the same classes and progress all throughout as a cohort, through their entire career as a student,” says Iafe.The money will help the students pay for tuition, books, and more.“They often have to find full-time jobs to support themselves,” says Iafe. “They often have to do other things to be equal to, and on top of, the other students that don’t have this financial burden.”The Targeted Learning Community is only for the fall’s incoming freshman, but the staff is hopeful it will become permanent. The department tried the program back in 2013, and students had a much higher percentage of graduating in four years.The Chemistry and Bio-Chemistry Department will be hosting live Zoom sessions for parents and high school seniors interested in the scholarship and Target Learning Community. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO (KGTV)- Several trailers were set up at El Toyon Park in National City and will become a study site for a COVID-19 vaccine clinical trial, ran by UC San Diego.Drugmaker Johnson & Johnson is looking to enroll participants worldwide for phase three of its Janssen trial, including here in San Diego.UCSD will recruit the majority of the participants.The trial was scheduled to get underway on October 7th, but UCSD researchers now say they're looking at Friday as a start date."We hope to enroll about 2,000 people in San Diego, the study will be enrolling 60,000 people internationally," said Dr. Susan Little, a UCSD professor of medicine and principal investigator for the trial. "Eight Department of Defense trailers form the basis of our permanent vaccine site, vaccine clinic, in National City."Little said this will be a randomized, double-blind, placebo-controlled study to determine the vaccine's safety and efficacy."Does it reduce the frequency of COVID infection overall or the severity of COVID infection among study participants?" she said.Little said there is already a lot of data available from the past."This is the same vaccine vector that has been used for many other infectious diseases like HIV, Zika, Ebola," she said.Although the trial is open to all San Diego County residents who qualify, she said the focus would be on recruiting residents from the South Bay, which is why the clinic was set up in National City, instead of UCSD's La Jolla or Hillcrest locations."Communities of color have been harder hit in the sense they have higher rates of hospitalization, and many of them have higher rates of death, our hope was by placing the vaccine trial in a community that has higher rates of infection we could reach a more highly impacted community," she explained. "Those are populations that we hope will have a greater potential benefit from this vaccine."After concerns were raised over another trial that was later put on hold, UCSD worked with the Chicano Federation to ensure South Bay residents get the information they need to make an informed decision if they want to participate."We are putting safety as paramount for these studies, no study is going forward unless we are confident about the safety of the vaccine," said Little.The Janssen trial will be the third for UCSD to join. San Diego (KGTV)- We’re learning more information about the seemingly healthy political commentator who dies suddenly in San Diego over the weekend. 26-year-old Bre Payton contracted the H1N1 flu virus, also known as swine flu, and meningitis. On Friday, a friend posted on twitter she found Payton unconscious. She was rushed to the hospital where she later died. The San Diego County Health Department says the So-Cal resident contracted both illnesses before arriving in San Diego. Meningitis causes inflammation in the brain and spine. A recent outbreak was reported at San Diego State University, but it is unclear if the strain Payton had was bacterial, like the SDSU cases, or if it was viral. In a report released last week, there were over 1,300 influenza cases in San Diego County between July and December. Almost 200 of those cases were the H1N1 flu. Health officials say, young adults, like Payton, are more likely to get the flu virus than kids and older adults. Middle age adults are not regularly exposed to the virus, and they have the lowest vaccination rates. News of her death is hitting hard to her family. Her parents released a statement to ABC News saying: “Bre was a brilliant, determined and beautiful girl from day one. She could silence a room with her beauty, and at the same moment impress everyone with her articulate reasoning. We miss her dearly, and our hearts are broken." 1415
