BEIJING, March 11 (Xinhua) -- The National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, will conclude its annual session Thursday morning.     Jia Qinglin, chairman of the 11th CPPCC National Committee, is to deliver a speech at the closing ceremony.     The China National Radio, China Radio International and China Central Television will live broadcast the event.     The country's major news websites, including www.xinhuanet.com run by the Xinhua News Agency, www.people.com.cn run by the People's Daily and www.china.com.cn run by the China International Publishing Group will cover the closing ceremony to be held in the Great Hall of the People in downtown Beijing.     The annual session of the 11th CPPCC National Committee started on March 3. During the session, political advisors deliberated the work report of the Standing Committee of the 11th CPPCC National Committee and a report on how the suggestions and proposals from CPPCC members were handled since the last session.     They also attended the the Second Session of the 11th National People's Congress (NPC) as nonvoting delegates. BEIJING, April 4 (Xinhua) -- The industrial production of China's chemical sector increased 2.4 percent year on year in the first two months, and the falling trend for major product's output was eased, according to data released by the Ministry of Industry and Information Technology (MIIT) on Friday.     The figure was calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fellin February last year, but in January this year.     Zhu Hongren, official with the MIIT said although the output expansion was marginal, the contracting trend for the production of major chemical products was eased.     Of the major 30 chemical products monitored by the ministry, 21saw output falling in the first two months, but the falling rate was tempered from that in December. In addition, three products saw output get back to growth.     To support the annual "Spring Plough" season, the output of major three chemical fertilizer rose 4.6 percent to 8.75 million tonnes through January to February.     The pesticide production grew 9.1 percent to 394,000 tonnes in the first two months, and that for February alone jumped 14.4 percent.     Zhu Hongren said despite of the easing contraction, it was too early to be optimistic, citing the chemical industry faced the most difficult condition comparing with other raw material producing sectors.     China's industrial output rose 5.2 percent year on year in the first two months, with the growth slowing from December, MIIT said last week.     The figure was 0.5 percentage point lower than in December, dragged down by plummeting exports and high inventories, according to MIIT.     Experts said the figure showed Chinese industry was still feeling the pinch of the global downturn.

BEIJING, April 9 (Xinhua) -- The Ministry of Finance has imposed a pay cap for top executives at state-owned financial institutions as the financial crisis eroded earnings of such companies in 2008, the ministry said Thursday in a circular on its website.     The new rule, which came out amid rising public grumbles about huge pay packages for top executives at state-owned financial companies, outlined the basic line that pay for executives in 2008should be no more than 90 percent of the level in 2007.     As of 9 p.m., two hours and half after the news was posted on the web Sina.com.cn, 584 netizens made comments. Total executive pay for 2008 at financial institutions - which many are still computing - must not surpass 90 percent of the 2007 levels, the Ministry of Finance (MOF) announced yesterday    Under the plan, pay refers to pre-tax income, including salary, bonus, and social insurance.     The rule would enhance equal income distribution and push forward reform in pay mechanism, according to the ministry.     The circular said it was in line with the current domestic and international situation for executives at some state-owned financial institutions to voluntarily cut their pay despite their companies posted rising profits.     Companies which had a declining income last year should slash another 10 percent based on the basic line. Reductions should be deeper if companies suffered steep drop in profits, according to the circular.     The ministry demanded to narrow pay gap among executives at companies in the financial sector, calling for bigger cuts for those who received much higher pay than the average in 2007. Caps were also urged to be imposed on pay for staff at financial companies to make a clear difference in posts and performance.     It is the second time that MOF had set such pay limits. In an earlier circular in February this year, MOF ordered that the 2008 salary for top executives of state-owned financial institutions should be limited within 2.8 million yuan (about 410,000 U.S. dollars).     The new move aimed at avoiding salary competition between some financial institutions when deciding the salaries for their executives in 2008, said Guo Tianyong, a professor at the China Central Finance University.     It is necessary to put a cap on executive salaries to prevent unfair distribution of income and a larger gap between the rich and poor, he said.     In March, the government ordered a crackdown on government "hospitality" budgets, including a 15-per-cent cut in car-buying and fuel funds as well as an across-the-board halt to the building of any new office compounds before the end of 2010.     Chinese Premier Wen Jiabao said the government should take the leading role in promoting frugality and should ensure government spending goes where it is most needed amid the economic crisis.

BEIJING, March 27 (Xinhua) -- China Friday called on the international community to "act cautiously" on the Darfur issue as it is afraid rash action could damage peace and stability in Sudan.     "The involved parties should fully respect and listen carefully to the voices of the African Union (AU), the Arab League and African and Arabian countries," Chinese Vice President Xi Jinping said in his meeting with visiting Sudanese president's envoy Awad Ahmed al-Jaz in Beijing.     "The international community should further promote the deployment of the UN/AU hybrid operation in Darfur", Xi said.     Xi called on the international community to help advance the political process, to ensure the Doha-mediated dialogue will achieve substantive progress and facilitate the smooth progress ofthe humanitarian aid in the Darfur region.     Under joint mediation of the United Nations (UN) and the AU, as well as the sponsorship of Qatar, the Sudanese government and rebel Justice and Equality Movement (JEM) signed in Doha last month a goodwill agreement to pave the way for resumption of peace negotiations.     During the meeting, Xi also highlighted the growth of relations between China and Sudan since the two forged diplomatic relations 50 years ago. Xi noted China would regard the 50th anniversary as an opportunity to push traditional friendly relations to a higher level.     Echoing Xi's views, al-Jaz said that Sudan expected to continue to cement bilateral friendly cooperation with China in various fields and would firmly support China on the issues of Taiwan and Tibet.     He said the Sudanese government would never recognize the arrest warrant against President al-Bashir but still remained committed to working with the UN and AU and take effective measures to improve the humanitarian situation in Darfur and coordinate with the implementation of the UN/AU hybrid operation in the region.
