BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

Fifty-two workers were trapped early Sunday when a torrent of mud and water engulfed a rail tunnel under construction in central China. Rescue teams managed to free 35 of the workers building the tunnel in Hubei province and the remaining 17 trapped about 200 metres (660 feet) below ground would soon be freed, the Xinhua New Agency added. "And they will soon have jobs."Shi did not give a deadline.The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. The unemployed will either be given work according to their qualifications or will receive job training.The government has set up training centers, organized job fairs and guided the unemployed into newly created public sector posts such as crossing guards, sanitation workers and parking lot or community security guards.According to a labor bureau report released earlier this year, Shanghai's government had "bought" - or created and paid for - 240,000 jobs by the end of last year.Hiring people as nurses or home care providers for the aged will have the additional benefit of helping the government deal with the city's rapidly aging population.By the end of last year, the city's unemployment rate was 4.4 percent.And a new law that is in the pipeline is expected to improve employment services. A court has upheld the life imprisonment sentence handed down to the former secretary of Shanghai's sacked Party chief Chen Liangyu, Caijing magazine said on its website on Friday.The Jilin Provincial High People's Court rejected the appeal of 43-year-old Qin Yu despite his insistence he deserved a lesser sentence.Qin argued that as well as freely confessing his involvement in the 3.7 billion yuan (2 million) social security fund embezzlement scandal, he provided a lot of information to aid the investigation, which toppled his boss Chen Liangyu.The high court, however, was unconvinced, and on Thursday upheld the life sentence verdict reached by the Changchun Intermediate People' Court on September 25 this year, the report said.Before becoming Chen's secretary in 1995, Qin worked as a university professor.He was made head of the Baoshan district government shortly before the investigation into the social security fund scandal officially began in July 2006.At his first trial, Qin was found guilty of taking bribes totaling 6.8 million yuan from Zhang Rongkun, the former chairman of the Feidian Investment Company.Zhang was the first person to be arrested in the scandal, which was exposed more than a year ago.It later brought down several high-ranking officials including the former Shanghai Party chief, Chen.He is the highest-ranking Party official to be axed in more than a decade.Zhang's case is still pending.Meanwhile, in an unrelated case, on Thursday, Wang Chengming, the former chairman of Shanghai Electric Group Co and former president of Shanghai SVA (Group) Co Ltd, was given the death penalty with a reprieve for his involvement in collective embezzlement and taking bribes.While he was president of Shanghai SVA, Wang and two other senior business executives, Yan Jinbao and Lu Tianming, pocketed more than 300 million yuan from illegal land transfer deals in Shanghai, a statement by the Changchun Intermediate People's Court said.Yan was sentenced to life imprisonment and Lu was given 15 years, the Caijing website said.Xinhua contributed to the story
