SAN DIEGO (KGTV) - The San Diego County migrant shelter is stepping up protocols Friday after officials announced the number of cases of migrants with flu-like symptoms doubled in 24 hours.A plane full of migrants landed at Lindbergh Field Friday around 1:15 p.m. The concern Friday is the flight may have more sick migrants.Border Patrol officials stated migrants are given a health screening in Texas before they travel to San Diego, and are screened again once they land.County Health officials say when they screened 47 migrants at their downtown shelter, they found 13 migrants with flu-like symptoms. A total of 29 migrants have been diagnosed with the flu since May 19, officials say. Twenty-four migrants are currently quarantined.RELATED: County responds to flu outbreak at shelter, linked to Texas migrants flown to San Diego"This is a new situation to us and I'm told it could get much worse," County Supervisor Dianne Jacob said.Once off the plane, the migrants who crossed illegally in Texas and flown to San Diego are taken to a Border Patrol Facility to be processed by ICE.Eventually, they end up at the shelter. There they get another health screening and starting Thursday, everyone gets a mask and Tamiflu pill as a precaution to keep the sickness from spreading. As of Friday, extra nurses are coming into the shelter to check on the group and ensure no one else has come down with the flu. Those who are diagnosed go with their families to a hotel that has individual air units, so they don't spread the virus. They are educated on why they should stay in the room and, if they leave, what precautions to take so they don't infect others.Migrants in the shelter can come and go as they wish.Border Patrol stated migrants who exhibit flu-like symptoms are not allowed to fly and instead are given medical treatment in Texas. Border Patrol also said agents closely monitor detainees throughout the trip. The state dedicates ,000,000 to migrant shelters, according to County Supervisor Nathan Fletcher's Office. 2037

SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911

SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department has released the number of inmates it transferred to Immigration and Customs Enforcement custody in 2019. In a meeting that lasted nearly four hours on Tuesday, the department announced it transferred 271 people to ICE for offenses like assault, battery, and sexual abuse exploitation. The information was released during the virtual Truth Act Forum, a forum required by law, for any local law enforcement agency that chooses to transfer people to ICE. After the department's presentation, there were hours of public comment criticizing the practice. There was also a presentation from the San Diego Immigrant Rights Consortium. "We want to end all transfers, regardless of whether they were allowed under the law or not," said Lilian Serrano, the chair of the consortium. Critics also argue that Sheriff Bill Gore has found a loophole by posting lists of "Inmates Pending Release"; critics are calling for that practice to stop. "What we’re seeing is ICE picking people up in the parking lots -- this is a practice we’re seeing throughout our county," said Serrano. After listening to hours of public comment, Gore addressed the community's concerns, saying he wants to form a working group to look at some of the issues brought up during public comment. “I think we can come to an accommodation when it comes to the inmate pending release report. I think we can make changes there, significant changes there,” said Gore. The sheriff said he's following the Values Act, only transferring those with a qualifying conviction or judicial warrant, with ICE only allowed contact with inmates if they agree to be interviewed. Gore said most decline. ABC 10News did reach out to ICE for comment and a spokesperson told us they were looking into it, but so far we have not heard back. 1847

SAN DIEGO (KGTV) - The woman who was shot in the forehead by a police bean bag during Saturday's protest in La Mesa is slowly recovering but her attorney told 10News that the family is still desperate for details from police about what happened.10News has video of 59-year-old Leslie Furcron as she was recording a Facebook Live. She is heard yelling and then the phone drops and the screen goes black.“She was struck in the forehead with a ballistic bean bag projectile,” said attorney Dante Pride during Thursday’s interview with 10News.Pride said Furcron was among the thousands of people in front of the La Mesa Police Department. He said that she was peacefully protesting police violence and the killing of George Floyd when he said that it all turned to chaos and an officer fired at Furcron. On Wednesday, the department said that once officers deemed the gathering to be an unlawful assembly, they began to use measures to disperse protestors, including tear gas and bean bag rounds. Furcron was placed in a medically induced coma with a breathing tube, which was just removed. “On June 3rd, they took the tube out of Ms. Furcron’s mouth. She is still is unable to speak at this point and she did have a surgery I believe on the 2nd to repair the damage to her forehead,” added Pride. He said that doctors still don’t know if she’ll lose an eye.On Thursday afternoon, La Mesa Police reported that the investigation is ongoing and there are no new details to release.Pride said he believes that a third party should be investigating the incident and that the officer who fired the bean bag should face criminal charges if it's deemed appropriate. “There should never be a point in time where an officer should shoot a metal projectile bean bag from an elevated position down on a crowd. That is dangerous and it can kill people and it almost killed Ms. Furcron,” he added.Assemblywoman Lorena Gonzalez tweeted about the use of less lethal weapons on protestors. Her tweet reads, “In response to recent days filled with images of peaceful protestors maimed by rubber bullets, we will be introducing legislation to set clear standards on how law enforcement should (and shouldn’t) use these weapons. On Thursday, her office sent 10News the following statement:“No one who is simply exercising their right to protest should face possible injury or death because officers are indiscriminately firing rubber bullets into a crowd. Breaking a city-imposed curfew is not a sufficient basis for use of rubber bullets. Crowd control where there is no rioting is not proper grounds to use rubber bullets. It is past time for the State of California to set clear standards on when and how these bullets are used by law enforcement.” 2736
