BEIJING, Jan. 18 (Xinhua) -- China's Ministry of Civil Affairs (MCA) channeled more than 1 billion yuan (about 151.8 million U.S. Dollars) raised by the lottery to public welfare programs in 2010, according to a statement issued by the MCA Tuesday.China's government-run lottery raised 30 billion yuan for public welfare funds in 2010, according to the MCA.Half of the funds were allocated to welfare projects administered by central authorities, including the MCA, and half to welfare projects organized by local governments.The quota for the MCA to use at its own discretion was 1.053 billion yuan, which was mainly directed for improving the welfare of the aged, the disabled, children, and those impacted by natural disasters.Of the 1 billion yuan, 604 million yuan went to providing care and rehabilitation to the aged and the disabled.Additionally, 417 million yuan went to welfare programs for children, including providing care and rehabilitation to disabled orphans, children suffering cerebral palsy, AIDS-impacted children, and providing shelters to homeless juveniles, among others.The rest of the fund went to government procurement of social services, and retrofitting incineration and burial infrastructures in the underdeveloped west and central regions.
BEIJING, Dec. 10 (Xinhua) - China's priority in the public health sector will shift from prevention and control of communicable diseases to treating chronic diseases during the next five years.Li Bin, an official with the Ministry of Health, made the statement during a regular press conference at the ministry on Friday.Li said China had given priority to controlling communicable diseases during the 11th five year program (2006-2010), and the health authority will now focus on chronic diseases during the 12th five year program (2011-2015).According to statistics from the ministry, cardio-cerebral vascular disease has become the major threat to the health of the Chinese public. The incidence rate of chronic diseases in China has reached 20 percent, which meant 260 million people have been diagnosed as suffering from chronic diseases.It was also reported during the press conference that China had retrofitted toilets in 7.83 million rural households into more hygienic facilities as of the end of November this year.
BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.

CHANGSHA, Dec. 19 (Xinhua) -- The death toll in a fireworks blast in central China' s Hunan Province rose from an earlier announced nine to 12 after DNA tests results were completed , local authorities said Sunday night.Another two people were believed to be missing, police said, adding that three of the 12 victims were still to be identified.The blast, which also injured nine others, occurred in Ningxiang County of Changsha, the provincial capital, at about 9:30 p.m. Friday when a truck loaded with fireworks fuses hit a power pole and sparks from fallen cables ignited the fuses.The blast destroyed the truck and nearby houses, shattering windows and cracking walls hundreds of meters away.Rescue work and clean-up at the site ended on Sunday, a local government spokesman said.The nine injured, who are being treated in hospital, are in stable conditions, according to the spokesman.However, the whereabouts of the truck driver remains unknown.Police continue investigating the accident.
