LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said.The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred. Live music might feel like a thing of the past, but venues and event organizers are working on ideas to bring it back sooner rather than later in the age of COVID-19.Ticketmaster says it has been working with event organizers and venues to navigate how they plan to admit fans to live sporting events and concerts once a vaccine is released.On Wednesday, Pfizer updated its vaccine efficacy, saying it is 95 percent effective and is seeking clearance soon. Earlier in the week, Moderna announced its vaccine also was 95 percent effective.Ticketmaster says it has discussed the idea of using a person’s vaccine status as a possible barometer of protection for admittance into events. In an email, the company said, “In short, we are not forcing anyone to do anything. Just exploring the ability to enhance our existing digital ticket capabilities to offer solutions for event organizers that could include testing and vaccine information with 3rd party health providers. Just a tool in the box for those that may want to use.”Here is how Ticketmaster says it might work: People who wanted to attend an event would upload their vaccine status through an app that connects to a third-party health care provider. That company would store the information and keep all other details private, abiding by HIPAA laws, according to Ticketmaster. That provider would then mark that person’s status so they could present their digital ticket along with their vaccine status at the event.Ticketmaster says this would not be mandatory, noting “Ticketmaster does not have the power to set policies around safety/entry requirements, which would include vaccines and/or testing protocols. That is up to the discretion of the event organizer. LOS ANGELES (CNS) - Dodger World Series celebrations devolved into looting and vandalism, leading to 18 arrests and left three Los Angeles police officers with minor injuries, authorities said Wednesday.The Los Angeles County Sheriff's Department arrested 10 suspects, including eight in the East Los Angeles area for failing to obey a dispersal order. No major property damage occurred in its patrol areas.Meanwhile, the LAPD arrested eight people, and three officers suffered minor injuries in doing so.Around 1 a.m., the department declared an unlawful assembly in an area roughly bounded by Eighth Street and Pico Boulevard from Broadway to Figueroa Street.Celebrations of the Dodgers' first championship since 1988 erupted across the city Tuesday night, but things got unruly in downtown Los Angeles, where crowds looted a tractor-trailer and some retail outlets, while throwing objects at officers and vandalizing a police vehicle."We are still dealing with a large, and at times unruly, crowd in the Downtown L.A. area," the LAPD tweeted just after midnight. The vehicle ran over the fireworks, at least one of which ignited the rear passenger side tire, lighting up the vehicle's undercarriage as fans yelled to alert the driver of the flames shooting from the rear of the vehicle.There was also a celebration outside Dodger Stadium while fireworks erupted in Echo Park near the stadium.Streets in the area were closed to traffic, with police helping drivers get out of the area after the game.Crowds could be heard screaming and cheering as motorists honked their horns. Dozens of people were on sidewalks celebrating at the intersection of Sunset Boulevard and Logan Street.Just to the west, just past a police blockade at Alvarado Street just before 11 p.m., one young male on the sidewalk was overheard saying to his friends, "Let's go (expletive) loot!" as a driver lobbed small fireworks into the path of pedestrians and drivers.A few minutes later, police left the area and motorists began drifting maneuvers. Smoke from burnt rubber at times made the competing cars circling the Sunset and Alvarado intersection nearly disappear. This carried on -- with powerful fireworks creating a gunfire-like backdrop -- until just after 11:30 p.m. when police re-responded.The Los Angeles Police Department was placed under a citywide tactical alert as a precaution during celebrations of the Dodgers' championship, according to Officer Luis Garcia.A tactical alert is a "an announcement of the anticipated redistribution of on-duty officers to achieve personnel levels necessary for controlling an emergency," according to the LAPD.
