MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found.This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine.The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy.The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter.The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.

CANBERRA, May 10 (Xinhua) -- Technology may have a harmful effect on children's development and creativity, Australia's report found on Tuesday.The Pilot Pen Australia Creativity Report found that children could be depending too much on technology such as computers.Written by psychologist Kimberley O'Brien, the report suggested that students are becoming scared of handwritten tasks as there is no spelling or grammar check tool to pick up their mistakes as they go along."Children who develop this kind of dependency on computer software are less likely to write using a pen and paper given that they will feel a vulnerability to failure," the report said.It said using software that immediately tells children to correct errors like spelling and grammar could disrupts their thought patterns and stunts their ideas, and children who hand write are able to produce almost twice as many ideas as those using computer technology to write a creative story.The report studied 300 Year five and six children, and found handwritten essays were completed significantly faster and contained a higher standard of sentence structure, grammar, punctuation, cohesion, ideas development and organization than those completed using keyboards.A further study found students in Years two, four and six produced up to twice as many ideas writing on pen and paper as those on computers.O'Brien said the results were due to computers putting extra pressure on writers to edit as they go rather than get their ideas down first and edit minor mistakes later.O'Brien said children were most likely to develop their handwriting skills between the ages of eight and 10, and she urged all teachers and parents to ensure their children met community standards for legible handwriting.However, she said that computers are a good support tool, and they should not replace handwriting entirely.

WELLINGTON, May 22 (Xinhua) -- One in every eight women giving birth in a New Zealand hospital last year was Asian, local media reported Sunday.In the country's most populous city, Auckland, 5,149 Asian women gave birth, more than double the number of 15 years ago, the New Zealand Herald reported.Last year was the first year in the city when more Asian women gave birth than indigenous Maori women, who registered 5,015 births.Citing figures from the government statistics agency, Statistics New Zealand, the report said the majority of women nationwide who gave birth last year were still of European descent, accounting for 43,965 of last year's 63,897 births.But more women of other ethnic backgrounds were also becoming mothers, including those from the Middle East, Latin America and Africa.Auckland University head of obstetrics and gynaecology, Professor Lesley McCowan, said the increase reflected New Zealand is an increasingly multicultural society.
