[Xinhua] Wednesday marks the eve of Lunar New Year, known as Spring Festival, the most important festival for family gatherings in China with a population of 1.3 billion."Parts of the power lines have been recovered, and power supply will restore gradually for citizens in Chenzhou starting today," said Huang Qiang, vice general manager of the Hunan Electric Power Company under the State Grid Corporation of China.But power service is not expected to be resumed by 6:00 p.m. Wednesday, in eight counties, including Guiyang, Jiahe in Hunan Province, Zixi, Lichuan, Yihuang and Le'an in Jiangxi Province, Pingtang in Guizhou Province and Ziyuan in the Guangxi Zhuang Autonomous Region, the disaster relief and emergency command center under the State Council, China's cabinet, said in a statement late Tuesday.Freak winter weather featuring prolonged snow, rain and sleet since mid-January in China's eastern, central and southern regions has downed power lines, covered roads with thick ice, brought trains, buses and planes to standstill and stranded millions of people.The snow havoc, the worst in five decades, and even in a century in few areas, has led to deaths, structural collapses, blackouts, accidents, transport problems and livestock and crop losses in 19 provinces, municipalities and autonomous regions, according to the Ministry of Civil Affairs.More than 100 million people have been affected, and at least 60 people have died in the freezing weather.

BEIJING -- Chinese Foreign Minister Yang Jiechi on Thursday night urged all concerned parties to resume the Iranian nuclear talks as soon as possible."The Iranian nuclear issue is now at a crucial moment. He added Iran appreciates China's position of a peaceful solution and the country is ready to strengthen cooperation with the International Atomic Energy Agency (IAEA) and resolve the issue through negotiations.The two sides also exchanged views on bilateral ties. Yang said China is satisfied with the continuous progress of bilateral exchanges and cooperation in various fields in recent years and hopes both sides make joint efforts to make greater progress in the friendly and cooperative ties between the two countries.Jalili said Iran and China have a friendly relationship and share a good basis of cooperation. He added Iran is ready to strengthen mutually beneficial cooperation with China in extensive fields

China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Most ethnic minority groups live in impoverished western regions and border areas in 10 provinces or autonomous regions such as southwestern Yunnan, Guizhou, Tibet and northwestern Xinjiang and northern Inner Mongolia. They had an annual per-capita net income of 884 yuan at the end of 2003, far below the average of 2,622 yuan for rural residents, according to statistics from the State Ethnic Affairs Commission.

  

Beijing and Seoul recently signed an agreement to launch a joint program to harness China's eighth-largest desert - the Ulan Buh in North China's Inner Mongolia Autonomous Region.About 15 million yuan (.99 million) will be spent growing trees and building greenhouses to prevent environmental deterioration in the Ulan Buh region, according to officials involved in the project.The Korea International Cooperation Agency (KOICA) has promised million for the project, while the local government will come up with the rest, according to Han Yongguang, deputy chief of Dengkou county, of which almost 80 percent is covered by desert."It is the first time that we have launched a joint program with a governmental institution from the Republic of Korea (ROK) on desert control," said Han, adding that the local government welcomes more international participation in the battle against desertification."We have made big progress in driving back the desert in this region since the 1980s; and international cooperation will help speed up the process of ecological balance." The local government has spent about 400 million yuan in recent years to contain the expansion of the desert, said Han."The cooperation also helps dispel any doubts over China's determination in environmental protection," Han added.Kim Kwang-young, chief of KOICA's China office, said: "I feel the Chinese government has fully recognized the importance of environmental protection."KOICA's collaborative programs in China are mainly focused on the environmental sector including afforestation, prevention of desertification, and joint monitoring of sandstorms, according to Kim.
