BEIJING -- Chinese Foreign Minister Yang Jiechi on Thursday night urged all concerned parties to resume the Iranian nuclear talks as soon as possible."The Iranian nuclear issue is now at a crucial moment. China hopes all concerned parties, including Iran, make joint efforts to resume negotiations as soon as possible in a bid to promote the comprehensive and proper settlement of this issue," Yang told Iranian chief nuclear negotiator Saeed Jalili in their talks in Beijing.Yang reiterated China's consistent position on the Iranian nuclear issue, saying China has always advocated a peaceful solution to the issue through diplomatic negotiations, supported the international non-proliferation system, safeguarded regional peace and stability and made continuous efforts in this regard. China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Beijing and Seoul recently signed an agreement to launch a joint program to harness China's eighth-largest desert - the Ulan Buh in North China's Inner Mongolia Autonomous Region.About 15 million yuan (.99 million) will be spent growing trees and building greenhouses to prevent environmental deterioration in the Ulan Buh region, according to officials involved in the project.The Korea International Cooperation Agency (KOICA) has promised million for the project, while the local government will come up with the rest, according to Han Yongguang, deputy chief of Dengkou county, of which almost 80 percent is covered by desert."It is the first time that we have launched a joint program with a governmental institution from the Republic of Korea (ROK) on desert control," said Han, adding that the local government welcomes more international participation in the battle against desertification."We have made big progress in driving back the desert in this region since the 1980s; and international cooperation will help speed up the process of ecological balance."
