Gomez says nothing will help the situation as much as another stimulus package, which Congress has recently said would be its top priority this month.“The protections that are in place now for renters are really important but ultimately an infusion of cash from the federal government to allow other states and local assistance programs to meet the level of need,” said Gomez.In September, the CDC enacted an eviction moratorium that gave renters struggling to pay their monthly due some breathing room. The moratorium allowed landlords to file eviction cases in courts, but prevented law enforcement from carrying out eviction orders. When the moratorium ends on December 31, some activists worry there will be a large number of eviction orders carried out at once.“We may end up on January 1, 2021 with thousands of potential eviction orders,” said Carey DeGenaro, a lawyer with the COVID-19 Eviction Defense Project.She says the CDC’s eviction moratorium is a bandage, as it delays the negative outcome, but is not a solution, as it does not address the problem of lost income. She says using the time you have in your place before the moratorium ends could offer more negotiating opportunities with landlords. She says discussing a rent payback schedule could be a smart course of action. 2734

DENVER — A passenger’s vaping device is being blamed for a fire that disrupted operations at Denver International Airport last month.According to a Friday release from the Denver Fire Department, the dissembled device was inside the passenger’s travel bag when it caught fire as it passed through a TSA X-ray machine in the south checkpoint the evening of Jan. 30.The screening process was not a contributing factor in the fire, the release said.Airport officials released surveillance video of the incident Friday. The video, viewable above, shows a crowded security line just before the fire sent hundreds of passengers and TSA agents running.The fire was quickly put out by using a nearby portable fire extinguisher. However, the incident prompted DIA officials to temporally halt train service and security screening, causing significant delays throughout the airport.Fire investigators say the device’s exposed lithium-ion battery likely made contact with conductive materials in the bag, causing the battery to create a “dead short.” The short caused the battery to heat up combustible materials within the bag, leading to the fire.The fire was determined to be accidental, and no charges were filed.The FAA prohibits electronic cigarettes and vaping devices in checked bags, but the agency does allow the devices to be carried in a carry-on bag. However, many airlines have policies regarding the possession or use of these devices onboard aircraft. 1474

DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. "Secretary Kim's working group has brought the best and the brightest together to focus on the long- and short-term needs of the bluffs, and we're making significant strides."This summer, SANDAG will seek nearly million from the state's Trade Corridor Enhancement Program to complete construction of the fifth phase of bluff stabilization, which will include the installation of additional support columns along the bluffs, improved drainage infrastructure and new retaining walls.SANDAG was awarded million from the California State Transportation Agency and .6 million from the United States Department of Transportation earlier this year for future stabilization efforts. 2973

  

DETROIT, Mich. -- A 70-year-old woman is suing the Detroit Police Department for millions of dollars, accusing its officers of "violent abuse.""I never in my life had handcuffs on," said the woman, Lisa Wright. But all that changed on Nov. 20, 2019, when Wright said she and her grandson heard a commotion outside her home on Wyoming near Chippewa on Detroit's west side.Wright's grandson opened the door and they were allegedly assaulted by police officers.Thursday, at a press conference with her attorneys, Wright told reporters how she was forced to the ground and handcuffed."We didn't do anything," Wright said they tried to tell police."After they roughed her up and abused her for 30 minutes or so, they just released her," said Wright's attorney, Michael Fortner. "Not even an apology."Wright, whose husband ended up rushing her to a nearby hospital where she remained for seven days, is now suing the City of Detroit and Detroit police for million for alleged physical injuries, post-traumatic stress, humiliation, and mental anguish.It all began on Nov. 20, 2019, when Detroit police officers responded to a 911 call for help at a house three doors away from Wright's home.During that run, two police officers were shot, including officer Rasheen McClain who died from his injuries.Immediately after the shooting, as police were searching the area for the suspect, Wright and her attorneys claim officers dragged her and her grandson out of their home and caused them injuries.In the lawsuit, officers "subjected plaintiff to unlawful searches of her person and property, wrongful arrest/detention, unnecessary and violent abuse, false arrest, and other unconstitutional conduct."Click on the video to hear from Wright and her attorneys.In December, WXYZ began looking into Wright's allegations of police misconduct, and police officials said they were investigating the claims. DENVER — The deaf community in Colorado has an unusual problem with marijuana.How do you sign "endocannabinoid"?In Dank's Denver dispensary, budtenders are ready to help. But for some, placing an order is more complicated.Larry Littleton is deaf and a certified interpreter, demonstrating the difficulties as he wrote out an order for the person behind the counter."I believe that it's important for a patient to be empowered and when we don't have communication access," said Littleton.Even among other deaf people, American Sign Language isn't up to speed on weed. That's where a Boulder nonprofit, ECS Therapy Center, is stepping in to help create new cannabis-related vocabulary of signs for the deaf community.Regina Nelson is bringing together interpreters and deaf professionals to compile a video glossary."If this is the best sign for marijuana," she said, showing a sign that looks like holding a joint to her mouth, "it's really not appropriate to cannabis and cannabis oil and these other things."Nelson hopes to finish the glossary next year and as it goes into informal use, she says she hopes to eventually petition the Sign Language Academy to add it to the official lexicon.  "As a social scientist, language is what normalizes things and so to help empower the deaf community to develop language around this is what will help normalize medical cannabis use," she said.The group of volunteers is touring grows and dispensaries this week to learn about the industry and hoping to make it more ADA friendly. At a recent medical marijuana conference in which Littleton spoke, he said, the need was painfully obvious."There was no interpreters offered, no real-time captions offered and no way to understand what was being presented," said Littleton.
