SAN DIEGO (KGTV) – A new initiative in Pacific Beach could keep many businesses afloat but may make parking in the area even harder to find.Twenty-six parking spaces on Ocean Boulevard between Grand and Thomas avenues will be temporarily converted to outdoor dining for nearby businesses.Signs posted near the parking spaces show there will be no parking starting Friday, Aug. 21, until Dec. 30 for a special event.PB Shore Club owner Doug Sondomowicz worked with the city’s permits department, local police and fire departments, and the Coastal Commission for five weeks to get permits approved.The area where the parking spots used to be is now where cars and emergency vehicles can drive through along Ocean Boulevard.PB Shore Club will add 22 tables to the patio, bringing them to about 2/3 of their pre-COVID seating capacity.Sondomowicz said he thinks this will allow him to bring almost 100 percent of his employees back. The tables will be ready to go by lunchtime on Saturday."Originally, we laid off every employee we had here … hopefully with this we will get closer to that 100 percent employee mark,” said Sondomowicz. "During these trying times with COVID-19, the city has been gracious to let us use this and be able to keep us open and try to employ more people. And give locals and tourists still options to be able to eat outside beachfront."Waterbar will add around 20 tables and have their patio ready to go by 4 p.m. Friday.Some people in Pacific Beach say finding parking in the area is already difficult and this restriction will make it even harder.Pacific Beach resident Robert Gally opposes the idea, and he told ABC 10News, "A lot of times, I see police responding out here. I see fights. There's loud music. Knowing that they're going to be outside is just making it even worse. So, I'm very upset."PB resident Cindy Palus, who supports the idea, said, "I think it's advocating for people to get outside and walk, it's not a big deal and I think the businesses need it. I think we're supporting the economy."A spokesperson for San Diego City Councilwoman Jennifer Campbell’s office confirmed to ABC 10News that the space will be for outdoor dining.The spokesperson says the request was made and voted on by a group called Discover PB. SAN DIEGO (KGTV) - A local truck owner is making an emotional plea for the return of one of his late father's prized possessions.The empty space that greeted Brad Mouw in front of his San Carlos home on Ballinger Avenue hit him with a flood of emotions Thursday morning."Hurt, violated, and angry," said Mouw.His 2008 Dodge Dakota pickup was gone.MAP: Track crime happening in your neighborhood"My heart was broken. That truck belonged to my dad. He loved his truck. He drove it to work every day," said Mouw, choking back tears.Mouw says the truck is something his dad Marvin held close to his heart, even as he battled dementia.   Marvin Mouw passed away in 2016 in Iowa. His beloved truck was eventually driven to San Diego."I got to see my dad every day.  Pretty much think about my father every day I get into my truck," said Mouw.On Thursday, those precious moments disappeared before his eyes, as he watched his surveillance video. SAN DIEGO (KGTV) -- A Point Loma woman said a man took photos of her chest as she was walking into the Ralphs grocery store on Rosecrans Boulevard on Tuesday morning. It was around 9 a.m. when Julie Buerckley noticed a man standing by the entrance and as she got closer she says he began snapping photos on his phone.  "He was taking pictures of me but it wasn't of my whole body, it was just of my chest," said Buerckley.Buerckley told 10News she ran inside to tell someone, but by the time employees came out the man was long gone. She said there's no telling how long he'd been there or who else he'd taken pictures of. "I'm worried about kids getting pictures taken when their parents aren't paying attention and stuff," Buerckley said. "That's what I'm worried about."She described the man as being tall, and wearing a red shirt, blue jeans and white shoes.  906

SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. There was no soap, no toothbrush, and no hygiene products."RELATED: Members of Congress respond to Team 10 Border Detox InvestigationIn a statement to 10News Congressman Scott Peters wrote, "CBP's continued violation of DHS policy is unacceptable. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. CBP's failure to provide detained individuals with medical supervision during this process puts these individuals at risk of serious injury or death."RELATED: Claim: Government is not providing adequate medical care to people in its custodyThe letter pointed out that when CBP deprives detainees of emergency and other necessary medical care, the agency violates its policies.The ACLU of San Diego and Imperial Counties requested CBP revise and strengthen its policies surrounding: reasonable accommodations, medical staff, and facilities at the Port of Entry, intake and medical screening procedures, length of detention, and written policies."It's not rocket science, there should be trained medical staff to ensure that people who are undergoing any kind of medical emergency, including detoxification but not limited to detoxification, have access to a trained medical official as opposed to a law enforcement officer," said staff attorney Mitra Ebadolahi.The letter stated, "These individuals' experiences are not outliers, but part of a long list of recent cases that show that many similarly situated individuals detained at the San Ysidro POE face similar risks. The ACLU and undersigned organizations urge CBP to reform their deficient practices and adopt the following improved policies to safeguard detainees." 3391
