After months of protests, sometimes becoming violent, Portland Mayor Ted Wheeler announced Thursday that the city is banning the use of tear gas by his city’s police.Wheeler said everyone has an obligation to create change, and now is the time to change the city’s policy on using tear gas.“During the last hundred days Portland, Multnomah County and State Police have all relied on CS gas where there is a threat to life safety,” Wheeler said. “We need something different. We need it now.“Arson, vandalism, and violence are not going to drive change in this community. I expect the police to arrest people who engage in criminal acts. I expect the District Attorney to prosecute those who commit criminal acts. And I expect the rest of the criminal justice system to hold those individuals accountable. We must stand together as a community against violence and for progress.”The issue of using tear gas amid protests has become a legal battle, as demonstrators say that the use of tear gas to disperse a crowd violates their constitutional rights. In June, U.S. District Judge March Hernandez ruled that the use of tear gas on protesters in Portland could only be used when lives are at risk.The police responded on Thursday by saying gas is a tool needed by officers to control crowds when protests become violent.“Banning the lawful use of CS will make it very difficult to address this kind of violence without resorting to much higher levels of physical force, with a correspondingly elevated risk of serious injury to members of the public and officers,” the Portland Police said in a statement. “CS, while effective, is a significantly lower level of force than impact weapons, which would very likely be necessary to disperse riotous groups with its prohibition. We do not want to use gas. We do not want to use any force.”As to why tear gas is used instead of police going in to make an arrest?“To make an arrest in the middle of a crowd intent on destruction and injuring people, it takes considerable resources--large numbers of officers that we do not have,” the police said. “Not only do we not have enough PPB officers to respond in this manner, our area partners have stated they will not come to our aid, given the climate in Portland.”The city’s downtown has dealt with protests and unrest since Memorial Day following the death of George Floyd in Minneapolis. Adding to the challenges for law enforcement in recent weeks, counter-protesters have arrived and clashed with Black Lives Matter supporters.The unrest culminated on August 29 when Aaron Danielson was shot and killed. The suspect in the case, Michael Forest Reinoehl, was later killed by US Marshals in Olympia, Washington. The US Department of Justice claimed that Reinoehl was a supporter of ANTIFA. The Associated Press reported that Danielson joined the counter-protest as part of a group known as Patriot Prayer, which aligns itself with President Donald Trump and that allegedly shot paintballs at protesters in Portland. 3015

A wave of construction will bring thousands of new apartments to downtown in the next few years. As those complexes start to open, they could bring relief to San Diego's housing crisis.This July, Park 12 will be the biggest to open, adding 718 units to the downtown area. The complex features three buildings, including a 37 story tower. Jerry Brand, with developer Greystar, says they wanted to go big in downtown because they see the area going through tremendous growth."Last year, San Diego had the largest employment growth in CA as a city. It was about 30,000 jobs, and that doesn't include the military," Brand says. "That creates housing demand, so we're seeing continued demand in the future."Other developers agree. According to Civic San Diego's 2017 Downtown Development Report, there were 1,014 new apartments completed in downtown in 2017. That's the third most since 2001. The report shows another 10,561 apartments either under construction, waiting to be built, or waiting for approval.Little Italy is one of the fastest growing areas. Projects like Luma, AV 8, Amo and Vici will add nearly 600 apartments to the area by the start of 2019."This is the most dynamic neighborhood in San Diego," says Rich Gustafson, the President of CityMark Development. They're putting the finishing touches on AV8, which will have 133 units."The demand is there," he says. "San Diego, in general, is slow in providing the housing supply, but we're doing the best that we can in Little Italy."It's not just apartments. Across Downtown, Civic San Diego says there are 1,213 condominiums either under construction or in the planning stages. (KGTV) -- A local animal sanctuary is mourning the loss of Shadow the leopard.Shadow first came to Lions Tigers & Bears in Alpine four years ago after being rescued from a defunct animal sanctuary in South Dakota.Unfortunately, Shadow was plagued with health issues, including skin disease and leaky heart valves.The leopard’s health continued to deteriorate this year, and Lions Tigers & Bears officials decided to put Shadow down this weekend.Shadow is the second big cat the Alpine sanctuary has lost in two weeks; on Oct. 26, a tiger killed another when they were accidentally brought into close contact with one another. 656

Although colleges have put rules in place to help stop the spread of the coronavirus, some students have chosen not to follow them and have instead gathered at parties, bars and dorms.“An enormous part of going to college is the social experiences and the social awakening and the independence of moving away from home, and those two components are really inconsistent with living in quarantine,” said Ben Locke, Senior Director for Counseling and Psychological Services at Penn State University.Locke says at this stage in brain development, teenagers are more wired to take risks in lieu of social benefits. AGUANGA, Calif. (AP) -- Authorities say seven people were fatally shot in Southern California at an illegal marijuana growing operation.The crime scene was discovered around 12:30 a.m. Monday when Riverside County sheriff's deputies responded to a report of an assault with a deadly weapon at a residence in the community of Aguanga about 50 miles north of San Diego.Deputies found a woman suffering from gunshot wounds and paramedics took her to a hospital, where she died.Six more people were then found dead. A search did not locate any suspects.Authorities say they do not believe that there is a threat to the general public. 638
