JAPATUL VALLEY, Calif. (CNS) - Firefighters labored for a sixth day Thursday to subdue a wildfire that has blackened thousands of acres in rural eastern San Diego County, leveling at least 30 homes and dozens of outbuildings and forcing widespread evacuations.As of midday Thursday, crews had the sprawling burn area southeast of Alpine nearly one-third contained, according to Cal Fire. The personnel remained particularly focused on its western and northern flanks, where smoldering hot spots were posing the most immediate remaining structural threats, the state agency reported.At last count, the conflagration, dubbed the Valley Fire, had destroyed 30 residences and 29 auxiliary structures and left two firefighters with minor injuries.The blaze erupted for unknown reasons early Saturday afternoon off Spirit Trail and Carveacre Road in Japatul Valley and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, according to Cal Fire. More than 1,000 local, state, federal and military firefighters battled the blaze by ground and aboard firefighting aircraft, officials said.As of late Thursday, crews had the perimeter of the wind-driven inferno 35% surrounded by fire breaks, the state agency reported. The fire has burned 17,665 acres.Evacuation orders remained in effect Thursday afternoon for the back-country communities of Carveacre, Japatul Valley, Lawson Valley and Lyons Valley. Residents of Alpine, Barrett Junction, Descanso, Dulzura, Pine Valley, Potrero and Viejas were advised to be prepared to clear out of their homes on short notice if serious flare-ups occurred near their neighborhood."We would encourage everybody to stay out of those areas," sheriff's Lt. Tony O'Boyle told reporters during a briefing Thursday morning. "Just because you don't see smoke or flames doesn't mean there aren't hazards in there. And there are -- downed power lines, gas leaks, unstable boulders and hot spots."Some roadways in and around the burn zone have been reopened to residents only, the lieutenant said."Please, folks, if you're not from the area, stay away," O'Boyle said. "It's not a time to be getting photographs. It's not a time to be flying drones. It's not a time to be getting video."Shelters for the displaced were available at Steele Canyon in Spring Valley, according to the San Diego Humane Society. El Capitan High in Lakeside closed later Thursday, CAL FIRE San Diego reported. Lakeside Rodeo Arena was available to shelter horses, and residents in need of a safe place to board pets or livestock until the wildfire was extinguished were advised to make use of one of two San Diego County Animal Services shelters, in Bonita and Spring Valley.Fire-related power outages kept about 794 addresses in the vicinity of the blaze without electrical service Thursday, and possibly for several more days, according to SDG&E.Due to smoke drifting over much of the county because of the blaze, the San Diego County Pollution Control District advised that air-quality levels were unhealthy in parts of the region and advised people to limit outdoor activities until conditions improve.As the Valley Fire spread, Gov. Gavin Newsom declared a state of emergency for San Diego County, a move intended to free up federal relief funds.On Wednesday afternoon, the county Board of Supervisors voted unanimously to ratify a local emergency proclamation issued Sunday in response to the Valley Fire. The action will provide monies to address damage resulting from the blaze and make the region eligible for potential federal and state resources that would help repair roadways and other public infrastructure, and reimburse emergency-response costs, according to county officials.During Thursday's news conference at Viejas Casino Event Center, District 2 County Supervisor Dianne Jacob noted that firefighters had been aided by milder-than-expected weather, as "the anticipated fast and furious (Santa Ana) winds that we thought would be happening did not happen this time.""Having said that, today is pretty much a good-news day," Jacob said. "But the fire is still burning, and it's not out yet, And we have not reached the peak of our fire season. Remember, that peak usually happens in October. ... So, this is just a warning shot, basically, of what we might be facing in the coming months. This is not over. It's just starting. We were lucky on this one."Jacob urged East County residents to put together an emergency "go kit" of supplies in case of evacuation orders, as well as download the SD Emergency App and sign up for crisis notifications at ReadySanDiego.org.She advised those who have lost their homes or other property to the wildfire to call the County Assistance Hotline at 858-715-2200 or email valleyfirerecovery.@sdcounty@ca.gov.Additionally, a "one-stop shop" county assistance center for victims of the blaze will be operating at Rancho San Diego Library, 11555 Via Rancho San Diego, Jacob told reporters. The services will be available Saturdays and Sundays 10 a.m. to 6 p.m. and Mondays 11 a.m. to 7 p.m. until further notice.Those who would like to help victims of the fire can make donations to a disaster-relief fund implemented by the San Diego Foundation, which can be accessed online at sdcountyrecovery.com. 5289

Just when it seemed like the fury surrounding the chaplain?for the US House of Representatives was over.As House members were wrapping up votes Tuesday night, a remarkably heated exchange erupted on the floor, with one congressman shouting, aggressively pointing his finger, and -- at one point -- banging his fist on a table as he sharply criticized another member.Democratic Caucus Chairman Joe Crowley of New York attempted to offer a resolution to form a committee to investigate the forced resignation of the Rev. Pat Conroy, the House chaplain. Crowley, a Catholic, made a similar motion last month?after questions arose over the resignation.As his resolution was in the process of being tabled due to GOP opposition on Tuesday, Republican Rep. Tom MacArthur of New Jersey walked over to Crowley on the Democratic side of the House floor and accused him of "politicizing" the chaplain controversy."I just walked up afterward and said 'Joe.' He turned. I said, 'You need to let go of this,'" MacArthur later told reporters.After a few more words were exchanged, Crowley, a towering 6'5'' figure whose face turned red with anger, grew visibly upset and could be heard from across the room shouting that he was "offended" by the chaplain incident."I'm not the one politicizing this," Crowley yelled, loud enough to be overheard by a handful of reporters sitting in the press gallery above the House floor."The speaker is politicizing this," he shouted, a reference to House Speaker Paul Ryan's office having requested Conroy resign in the first place.Recalling the incident, MacArthur said that Crowley "ordered" him to go back to the Republican side of the floor, to which MacArthur objected."In New Jersey, we don't back down from people," MacArthur said. "This is a guy who wants to be speaker and he's so thin-skinned that he can't take criticism from another member of Congress? I think that speaks for itself."Things appeared to calm down quickly and Crowley could be seen laughing and joking around with colleagues soon after. Crowley, who's widely seen as friendly and mild-mannered among Democrats, was not available for comment. His spokeswoman acknowledged that the two men got into a heated conversation but argued there was no escalation.Earlier Thursday, the House chaplain was re-appointed to his position?so that he could remain chaplain after he rescinded his resignation last week and it was accepted by Ryan. Tensions have run high as members of parties questioned why Ryan requested the chaplain to resign last month. Following the outcry, Conroy rescinded his resignation and accused Ryan's chief of staff of suggesting to him "maybe it's time that we had a Chaplain that wasn't a Catholic" -- an allegation Ryan's chief of staff denied.Ryan accepted Conroy's decision to stay and said Tuesday morning -- before the evening's heated exchange -- that he had confidence the chamber could move past the issue."We talked about how to improve the services going forward," Ryan said during his weekly news conference. "We're going to keep talking. I think we can ultimately make improvements so that everybody has access to the pastoral services they're looking for." 3208

It may seem like an open and shut case, but officials say a confession may not be enough.Joseph and Krystal Daniels were charged in the case of their autistic, 5-year-old son who went missing. Joseph confessed to beating his son to death. He was charged with homicide and Krystal was later arrested and charged with aggravated child neglect or endangerment.Crews in Dickson County, Tennessee vowed they wouldn't stop searching until the young boy was brought home and laid to rest.A legal battle is looming especially since Joe Clyde Daniel's body still has not been found. It is a simple question sure to be asked by the public defender: without a body can prosecutors even prove that Joe Clyde Daniels is dead?Yes, it's true his father Joseph Daniels is said to have confessed to beating the child to death, but without actually having a body it's not a done deal."Certainly it's a more difficult case if they have nothing to back up the confession," said attorney Jim Todd, who's closely followed the case.He said there certainly could be other evidence, perhaps blood from the scene, cadaver dogs hitting on a scent or even witness testimony potentially from the child's mother."There's a good chance, and this is a guess, the wife is charged as a leverage point on her to get her to roll," said Todd.But then there's this: Daniel's father says he believes prosecutors coerced the confession out of his son.  What happens if he recants his statement and insists he is innocent?"The jury will hear the statement and determine on their own if he was coerced or gave this confession or not," said Todd.That situation would only occur if the case goes to trial, and a trial is a long way off. Next up, a preliminary hearing for both parents on June 1.That's when prosecutors will lay out much of their case. Much can change between now and then. The question is: will investigators have found the child's remains in time for the next hearing?Their case could hinge on that development. JULIAN (CNS) - Three Cal Fire San Diego firefighters suffered minor injuries while dousing a blaze at a home in a rural area southwest of Julian, authorities said Tuesday.The fire was reported shortly before 8:40 p.m. Monday at a home on Pine Ridge Avenue in the unincorporated Pine Hills community, Cal Fire San Diego Capt. Issac Sanchez said.When firefighters arrived at the scene, the home was fully engulfed in flames, but the home's residents were able to get out safely.Crews doused the blaze and had the flames knocked down by 10:20 p.m., the state agency reportedThree firefighters were taken to a hospital for treatment of minor injuries but were released back to duty that night, Sanchez said.The American Red Cross was called in to help the displaced residents arrange for temporary lodging. 810
