A bill that will give many Americans a ,200 check in the upcoming days finally got the green light from the US Senate late Wednesday after days of wrangling between the two parties. All 96 senators present voted in favor of the legislation, marking a coveted moment of bipartisanship in Washington. "We were inspired by what was going on around the country," Senate Majority Leader Mitch McConnell said. "This is a proud moment for the United States Senate and the country."While both parties generally agreed that a one-time check should be sent to a majority of Americans, details on just how many Americans should receive a check, on how much unemployment insurance should be awarded and who would oversee stimulus for businesses were up for debate. The two sides came to an understanding late Tuesday, but some Senate members opposed some of the unemployment provisions. Now the bill goes to the House, which has been holding pro forma sessions amid the spread of coronavirus. The question is whether any members of the House will force a full vote, which could cause the bill to be delayed for several more days as House members would need to return to Washington. President Donald Trump said on Wednesday that he will sign the bill into law as soon as Congress sends it to him. The urgently needed bipartisan legislation is the largest economic rescue measure in the country’s history. The last stimulus bill like this was passed during the 2008 financial crisis and amounted to 0 billion.Under the COVID-19 measure, American adults making less than ,000 a year would receive ,200 checks as well as 0 per child to help fill in the gaps for those without a steady income during the crisis. The bill would also create a 7 billion loan program for small businesses. Senate Minority Leader Chuck Schumer said small business owners could receive interest free loans. The legislation would also establish a 0 billion lending fund for industries, cities and states. A Treasury Department special inspector general would be appointed to scrutinize the lending decisions and detect any abusive or fraudulent behavior.Schumer said an additional 0 billion will be injected into the American healthcare systems to provide desperately needed medical supplies, like ventilators, respirators, personal protective equipment and beds. About 0 billion will be sent to state and local governments, who are in the front lines of the pandemic. 2465

A bench warrant was issued for singer R. Kelly after he failed to appear at a court hearing Thursday, the Hennepin County Attorney's Office in Minnesota said.Kelly, whose legal name is Robert Sylvester Kelly, was expected at the Hennepin County District Court, spokesman Chuck Laszewski said.In the two-minute hearing, senior Hennepin County Attorney Judith Cole said no attorney had approached her office or filed a certificate of representation for Kelly. The singer is facing two counts of engaging in prostitution with a person under 8 in Minnesota, officials said.A bench warrant makes it non-voluntary for Kelly to show up in court next time.A criminal complaint details an incident that occurred in July 2001 after a minor asked the singer for an autograph at a promotional event.Kelly gave the girl, then 17, his autograph and a phone number, the complaint states. When she called, she was directed to his hotel in Minneapolis and was met by someone she believed was a male member of his staff. The complaint says that when she met Kelly, the two made small talk before he gave her 0 to dance for him. After settling on the amount, she agreed. He took off her clothes and then his, and he touched her sexually while she danced, the documents say.He gave the victim VIP tickets to his concert, the complaint says. That enabled her to attend the 18+ concert without paying or showing her ID.Kelly faces separate charges in Illinois and New York. The Illinois US attorney's office told the Hennepin County Attorney's Office that it will not make Kelly available to the county until after his federal case is finished, Cole said.Kelly is being held in the Federal Metropolitan Correctional Center in Chicago on federal sex crime charges.Kelly's initial trial date on 13 federal charges in Illinois has been set for April 27, 2020. 1846

A federal judge in California blocked the Trump administration's proposal to detain undocumented families together indefinitely. At issue was what is known as the Flores settlement that requires the government to release a minor from a non-licensed facility as expeditiously as possible, which has been set at 20 days. The administration has wanted to scrap the 20-day limit."The blessing or the curse -- depending on one's vantage point -- of a binding contract is its certitude. The Flores Agreement is a binding contract and a consent decree," US District Judge Dolly Gee said in her ruling. "Defendants cannot simply ignore the dictates of the consent decree merely because they no longer agree with its approach as a matter of policy."Gee shared a tentative ruling with plaintiffs and defendants that provided a window into her decision prior to Friday's hearing."There wasn't a whole lot to be discussed given her conviction that the final regulations were inconsistent with the settlement agreement," said Neha Desai, co-counsel for Flores and director of immigration at the National Center for Youth Law."We know that this is not the end of the fight. We anticipate the defendants will appeal the ruling and we're ready to vigorously defend the agreement if and when it goes up on appeal," Desai added.Last month, the Department of Homeland Security 1369
