ESCONDIDO, Calif. (KGTV) -- San Diego County's rising coronavirus case numbers will determine what can stay open and what must shut down again. The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list. She says the goal is for all local restaurants to keep their businesses afloat. 2179

Eleven people fell ill after a suspicious letter was opened in an administrative building at Joint Base Fort Myer-Henderson Hall in Arlington, Virginia, on Tuesday, according to the Arlington County Fire Department.Of the 11 individuals who felt ill, three were transported to a local hospital and are in a stable condition, a spokesperson for the department said."An envelope containing an unknown substance was received, today, aboard Joint Base Ft.Myer-Henderson Hall. ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner. Luckily, they sold it back to the Newbys for about ,000, which they gladly agreed to.“They told us this is not something we do, but they felt bad for our situation,” Tehra said. “Still tough we had to re-buy anything.”“I’m just glad I have a car,” Chris said.The CHP gave these car-buying tips when buying from a third person private party. 1700

  

Federal prosecutors Friday requested that Donald Trump's former personal attorney Michael Cohen receive "a substantial term of imprisonment" for various finance-related crimes.In separate filings, prosecutors from special counsel Robert Mueller's office and the Southern District of New York outlined their cases for Cohen's future.In August, Cohen pleaded guilty to eight federal crimes after being charged by Manhattan federal prosecutors. Those included tax fraud, making false statements to a bank and campaign-finance violations tied to his work for Trump, including payments Cohen made or helped orchestrate that were designed to silence women who claimed affairs with the then-presidential candidate. Trump has denied those claims."After cheating the IRS for years, lying to banks and to Congress, and seeking to criminally influence the Presidential election, Cohen's decision to plead guilty -- rather than seek a pardon for his manifold crimes -- does not make him a hero," prosecutors for the southern district wrote.In its filing, Mueller's office says that Cohen took "significant steps" to help the investigation has accepted responsibility for his crimes. Excessive alcohol use could increase your risk for all types of dementia, particularly early-onset dementia, according to a new study.The study, published Tuesday in the journal Lancet Public Health,?looked at over 1 million adults released from French hospitals between 2008 and 2013 who were diagnosed with dementia, a clinical syndrome characterized by a progressive deterioration in cognitive ability.Using data from the French National Hospital Discharge database, the researchers found that alcohol-use disorders were diagnosed in 16.5% of the men with dementia and 4% of the women with dementia -- over twice as much as in those without dementia for both sexes.Alcohol-use disorders refer to "the chronic harmful use of alcohol or alcohol dependence," the researchers wrote.In order to isolate the role of alcohol use, patients with neurological disorders such as Parkinson's and Huntington's, which can also lead to dementia, were excluded from the study."The most novel result is the large contribution of alcohol-use disorders to the burden of dementia over the lifespan," said Dr. Michael Schwarzinger, a researcher at the Transitional Health Economics Network in Paris and a leading author of the study.The association was particularly strong for those with early-onset dementia, diagnosed when the patient is younger than 65. Over half of the individuals in the early-onset group had alcohol-related dementia or an additional diagnosis of alcohol-use disorder."Given the strength of the association, what is the most surprising to me is that alcohol-use disorders had received so little interest in dementia research and public health policies," Schwarzinger said.How alcohol might damage the brain 1729
