Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DEL MAR, Calif. (KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. Data released on Monday by the FBI shows a drop in violent crime in the US in 2019, continuing a trend in recent years.The FBI said that violent crimes in the US dropped 1 percent in 2019 compared to 2018. The improvement was the third straight year of a declining violent crime rate in the US.The FBI added that property crimes in the US dropped 4.5 percent from 2018.The amount of violent crime in the US has dropped significantly so far in the 21st century, per FBI data. In 2000, there were 506 reported instances of violent crimes per 100,000 people. In 2019, that number had dropped to 366 violent crimes per 100,000 people.The FBI has also reported a significant drop in property crimes over the years – for things like thefts and larcenies.“I am encouraged by the great work being done by law enforcement to combat violent crime across the nation,” said FBI Deputy Director Dave Bowdich. “The FBI continues to make clear that violence will not be tolerated, and we are committed to continuing our work with state, local, and tribal partners across the country to confront and deter violence, dismantle criminal organizations and gangs, eradicate drug trafficking, and bring justice to victims.” 1210
DEL MAR (CNS) - Two horses that died when they collided while training at the Del Mar Racetrack last summer were processed into animal by-products instead of being taken to a UC Davis Animal Health and Safety Laboratory per protocol, it was reported Friday.The two horses killed in the July 18 head-on collision -- Charge A Bunch and Carson Valley -- were taken to a rendering plant near the El Sobrante Landfill in Corona, where they were processed into products such as fertilizer and bone meal before their remains were sent to the landfill, the Los Angeles Times reported."I got a call first thing in the morning after the accident saying the horses never arrived," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, told the newspaper.Del Mar track officials got a call from the California Horse Racing Board because, by statute, it is the track's responsibility to get the bodies to the testing laboratory, according to The Times, which reported that an investigation found that Stiles Animal Removal was at fault for the mistake."The owner of Stiles admitted that he forgot to inform the new driver of this requirement (to take the remains to the state lab)," according to a CHRB investigators report.Mike Martin, spokesman for the CHRB, told the newspaper he contacted Mac McBride, Del Mar's media director, one day after the mistake was discovered and they spoke the day after that."Mac said that Del Mar would make an announcement as soon as a CHRB investigation was complete," Marten told the newspaper.Del Mar has made no public statement since the investigation concluded, but a statement by Chief Operating Officer Josh Rubinstein was given to The Times last week."As soon as the CHRB made us aware of the error by the contractor responsible for transport to the necropsy facility, Del Mar responded immediately and appropriately, including terminating that vendor," Rubinstein said. "Although the error was made by a vendor and not Del Mar personnel, it is our responsibility to see that the proper protocols are followed.
