SAN DIEGO (KGTV) - San Diego-based tech giant Qualcomm is offering help to small businesses as they adapt to the mobile-first way of working during the Coronavirus Pandemic.The company has launched the "Small Business Accelerator Program," offering up to ,000 worth of equipment and tech support so other companies can connect with employees and customers online."Connectivity is more important than ever right now because of the situation with the COVID-19 pandemic," says Don McGuire, Qualcomm's Vice President of Global Product Marketing."If we can marry the right solutions and we can help you with your business, then it's a match made in heaven."Companies across the US with less than 100 employees are eligible to apply through Qualcomm's website. The company has pledged 0,000, which they'll allocate based on need. They hope to help as many as 50 companies with new equipment and provide the expertise and support they need to use it effectively."It'll be a combination of products," says McGuire. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew. "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
