SAN DIEGO (KGTV) -- Homes burned overnight Sunday as the Valley Fire raged through the East County, burning thousands of acres and prompting a state of emergency declaration.Video from the scene showed structures and vehicles scorched by the flames. So far, 11 structures have been destroyed by the fire.As of Sunday at 8:47 p.m., the fire has so far scorched 9,850 acres and is 1% contained, Cleveland National Forest says.Evacuation orders have been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Overnight into Monday, fire crews say the fire is expected to remain active because of the lack of overnight moisture.Structures are being threatened in the Carveacre and Lawson Valley, Wood Valley, Lyons Valley, and Deer Horn Valley. The agency added that power lines that supply a large portion of San Diego County are also threatened.SDG&E says they are working with CalFire to solve any outages due to the fire, but need to wait for approval for their crews to be allowed into the area and to re-energize power lines. The company said there were more than 3,300 customers without power due to the fire.An evacuation center has been set up at Steele Canyon High School at 2440 Campo Road and Joan MacQueen Middle School at 2001 Tavern Road.Joan MacQueen Middle School was briefly closed Sunday as an evacuation center, but has since been reopened.INTERACTIVE MAP: Valley Fire erupts in Japatul Valley areaThe County Animal Services South Shelter is also welcoming evacuated animals. The shelter is located at 5821 Sweetwater Road.The San Diego Humane Society also said Sunday its emergency response team is assisting with animal evacuations. Anyone who needs help evacuating animals is asked to call 619-299-7012. “Remember to evacuate early, take your pets with you, bring food & water,” the organization said.Sunday, Gov. Gavin Newsom declared a state of emergency for San Diego County, in addition to several other counties where wildfires were burning. According to the US Forest Service, 374 firefighters are battling the flames on the ground.The Valley Fire also caused air quality to plummet. The County Air Pollution Control District said Sunday that air quality in areas affected by smoke may reach unhealthy levels, compelling the agency to issue a smoke advisory.Additionally, the air quality will be negatively affected by Ozone levels that are expected to be unhealthy for sensitive groups due to the extreme heat, the agency said.“In areas of heavy smoke, assume that air quality levels are unhealthy for sensitive groups to unhealthy for all individuals. In areas with minor smoke impacts, assume that air quality levels range from moderate to unhealthy for sensitive groups,” the organization said.The district advised anyone who smells smoke to limit outdoor activity. 3384

SAN DIEGO (KGTV) -- Despite the still-high cost of living, San Diego’s housing market is beginning to cool down, according to a new report by Zillow. San Diego ranked third on the list of housing markets seeing the biggest slowdown. San Jose and San Francisco, two markets also known for their high costs of living, places first and second on the list The report shows that conditions in San Diego’s market are favoring buyers more than they did a year ago. RELATED: Home prices rise, sales plungeMore than 20 percent of homes for sale in America’s Finest City had a price cut in January of 2019, compared with only 12.4 percent of homes that saw a cut in January of 2018. Of the homes that have sold, 95.7 percent sell for their listing price. At this time last year, 97.7 percent of homes sold for their list price. The amount of time it takes to sell homes is also on the rise. In 2018, homes sold in 60 days, including time to close, Zillow reports. So far this year, homes are selling in 75 days. In comparison, the national median is just 5,300. “It is no surprise that the markets which pushed the bounds of affordability over the housing recovery are now experiencing significant cooling,” said Skylar Olsen, Zillow Director of Economic Research. “As down payments and mortgage payments far outpaced incomes, buyer demand eventually exhausted itself. Those buyers looking in cooling markets will likely welcome the relief, although the entry price is still high. SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163
