SAN DIEGO (KGTV) -- The California Highway Patrol is investigating after a body was found on Interstate 5 near Camp Pendleton Thursday afternoon.According to CHP, the body of a 51-year-old man was found on the exit ramp from I-5 north to Christianitos Road.Once officers arrived, they found the San Clemente man out of view in the brush next to the road.The San Diego County Medical Examiner responded to the scene and is trying to determine the cause of death. SAN DIEGO (KGTV) -- The man who was armed with a gun when he beat, choked and raped two women in 2016 on consecutive nights was sentenced Tuesday.Jeremiah Ira Williams, 26, was sentenced to 100 years to life, plus 86 year, in state prison after being convicted on May 1 of forcible rape, forcible oral copulation, burglary and making a criminal threat.Deputy District Attorney Trisha Amador told jurors that Williams followed the first victim from a parking structure to her apartment on August 13 of 2016.Jane Doe 1 was afraid when Williams asked her "Where's your husband?" as she approached her front door, the prosecutor said.Williams then knocked her down, robbed her at gunpoint and choked her, Amador said. Once inside, Williams beat the victim before raping her and forcing her to take a shower before he left.The following day, Williams beat and raped a woman working as a prostitute after meeting up with her at a motel in Grantville.Williams got on the bed and asked Jane Doe 2, "Do you want to know what it feels like to die?" He then choked the victim until "she saw stars," then raped and sodomized her, according to Amador, who said the woman was so terrified that she broke a window and jumped through it to get away.Williams’ attorney, Deputy Public Defender Thomas Bahr, told the jury that police had a feeling the two rapes were connected and jumped to conclusions.Bahr alleged that Jane Doe 2 lied throughout the investigation, arguing that her story had inconsistencies.The defense attorney alleged that Jane Doe 2 asked a detective “Can I Sue him (Williams) for beating my (expletive.)” 1616

SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. She also says a bond is the best option because the state of California does not provide money for facilities.RELATED: Poway Unified brings students together in pilot program with new approach to special education“What most people don’t understand and realize is we don’t receive any funding from the state. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. Researchers estimate Americans will spend more than 0 billion in retail this year, which means they need to staff seasonal workers ahead of the shopping rush. Macy’s announced they are looking for 80,000 seasonal workers. The Gap Company will hire 65,000 people. Target plans to add 120,000 seasonal team members this year, up 20% from last year. In San Diego County alone, Target plans to add 1,200 people to their staff this season. “I’m going full time at SDSU, and I knew that I was definitely looking for some work,” Elizabeth Gonzalez said. 10News Gonzalez at the Mission Valley Target’s hiring fair Saturday morning. She is hoping to spend her winter break as a Target sales associate.“I just needed some extra cash just to pay the bills,” Gonzalez said. She said she needed the cash to continue paying for college, as she studies to become a Physician’s assistant. “I thought Target would be a great opportunity because I love shopping here,” Gonzalez said. Companies like Target are offering seasonal hiring incentives to those who already love their stores. Target’s include a 10% employee discount, 20% off healthy foods like fruits and vegetables, and an hour, which is above the state minimum wage. After a morning of paperwork and interviews, Gonzalez found out she got the job.With the popularity of online shopping warehouses and shipping centers are hiring seasonal workers as well. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023.
