BEIJING, Dec. 12 (Xinhua) -- China said it will make greater efforts to start six-party emergency consultations because tensions on the Korean Peninsula have not eased."The six-party talks are a very important way to advance the denuclearization process on the Korean Peninsula and maintain peace and stability in northeast Asia. We, the concerned parties, should make full use of the talks," Chinese Foreign Minister Yang Jiechi said in an interview in Beijing Friday.Launched in 2003 and stalled since the end of 2008, the six-party talks involve China, Russia, the United States, Japan, the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK)."While the talks have yet to be resumed, we think it is the proper time for emergency consultations between the heads of the delegations of the six parties," said the foreign minister.Tensions remain high on the Korean Peninsula after the DPRK and the ROK exchanged artillery fire on Nov. 23. China proposed emergency consultations among the chief negotiators in December.Amid the international community's repeated calls for restraint and calm, the United States held separate large-scale naval drills with the ROK and Japan in waters near the peninsula."We will continue to make patient efforts to persuade the parties to engage in consultations," Yang said.He said the tensions on the peninsular will ease "only if all the parties show their sincerity and make joint efforts.""Stability on the Korean Peninsula is good for all. Chaos there is detrimental for all," he added.During the interview, the foreign minister reiterated China's policy to be a good neighbor and partner in Asia while continuing to make contributions to the rise of the region.Yang said China suggests a new security concept that features "mutual trust, mutual benefit, equality and coordination," be fostered, adding that countries in the region should step up cooperation in anti-terrorism and non-proliferation work."China welcomes other relevant countries playing a constructive role in regional cooperation to help shape an open, inclusive, and win-win cooperative framework in the region," he added.

BERLIN, Dec. 21 (Xinhua) -- 2010 is an important year for the development of Sino-German relations. That's as the two countries have made big achievements on politics, economy, culture and society, sending their bilateral relations to a "new historical point."German Chancellor Angela Merkel visited China in July and met Premier Wen Jiabao and President Hu Jintao. During her visit, China and Germany issued the second communique in two countries' history, which was considered a historical event by both sides.The Sino-German relations have entered a new phase, Merkel said. The development of relations between the two countries, she said, are formed on a "completely new basis."Wen said Merkel's visit and the communique have "historical significance" that will help map out the blueprint of bilateral ties and make it stand on "a new historical starting point."The communique contains 28 points, in which both sides pledged to maintain regular contact between their leaders and the mechanism of annual meetings of the premier and chancellor.Both countries stressed to take care of each other's core interests, to enhance their mutual understanding and political trust, and to strengthen dialogues on strategy, law and human rights. They also expressed interest in improving cooperation in the United Nations, international financial institutions and other multilateral organizations.In addition to Merkel's visit, the two countries' leaders met each other during many world events in 2010 to strengthen their mutual trust. In April, Hu met Merkel at the the nuclear summit in Washington. One month later former German President Horst Koehler paid a state visit to China.During Wen visit to Europe in October, the premier changed his route and met Merkel in Berlin. Both sides reconfirmed the communique issued in July. Wen also was invited to co-chair the first round of the Sino-German government consultations in 2011, making Germany the first EU country to hold high-level intergovernmental consultations with China."China and Germany have maintained a strategic partnership and a close bilateral tie, even at the highest political level," the German foreign ministry said.Tight political relations are built on strong and complementary economic connections between China and Germany, the largest trading partner for each other in their respective regions.Sino-German trade has accounted for nearly one third of the trade between China and Europe. According to the latest statistics of China Customs, from January to October, Sino-German bilateral trade reached about 115 billion U.S. dollars, up 35 percent over the same period of last year.The Chinese Ministry of Commerce said Germany has invested in 319 projects, an actual investment of 830 million dollars in China from January to November, while China invested 160 million dollars in Germany at the same period.In the last three years, foreign direct investments (FDI) from China to Germany witnessed a fast development, not only in numbers, but also on quality, professionalism and management, Michael Pfeiffer, CEO of Germany Trade and Invest, told Xinhua in a recent interview."In a long period, there were four to seven FDI projects from China to Germany every year. However, 2008 was a turning point with 21 FDI projects realized," he said. BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars.The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night.But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

  

BEIJING, Nov. 27 (Xinhua) -- Two years of monetary easing policies helped China's economy emerge from the global financial crisis. Now, facing a runaway inflow of hot money, fast loan growth, and escalating inflation, China could become serious about tightening regulations to achieve a "soft landing".Analysts recently said China could see more interest rate hikes in the final month of 2010 in a bid to soak up excessive liquidity and prevent a potential overheating of the economy.Further, the People's Bank of China (PBOC) Deputy Governor Hu Xiaolian said on Oct. 24 that using multiple monetary policy tools to improve liquidity management and guide the money and credit growth back to normal would be the main task for the central bank in the remainder of this year.According to data released by the central bank Friday, in October those funds outstanding for foreign exchange (FOFE) hit 525.1 billion yuan (78.37 billion U.S. dollars), the second highest monthly record in history.That is to say, PBOC issued 519 billion yuan of Renminbi in October to purchase the same amount of fresh inflow of foreign exchanges, which usually enter the nation in the form of trade surplus, foreign direct investment and short-term international speculative funds."The huge inflow of hot money is an important reason behind the sharp rise in FOFE," said Zhang Ming, a researcher with the China Academy of Social Sciences (CASS).He noted, as the European debt crisis ceased, that speculative funds have returned to the emerging markets, notably after the U.S. Federal Reserve announced the second round of its quantitative easing policy."As the massive inflow of foreign exchange increases the domestic monetary base, it has become a major impetus of a broad money supply, which could exacerbate inflation," said Liu Yuhui, also a researcher with CASS.Hefty foreign exchange inflow usually goes together with soaring inflation. China's FOFE hit a record 525.1 billion yuan in April 2008. In the same month, China's Consumer Price Index (CPI), a main gauge of inflation, was up by 8.5 percent, which was unprecedented.Also, this October, the CPI rose by 4.4 percent, the highest amount in 25 months.Boosted by a massive trade surplus, the domestic monetary situation began easing in late 2008, as China's broad money supply exceeded 70 trillion yuan, surpassing the United States to become the world's largest.Li Daokui, a member of the monetary policy committee with the PBOC, said hefty money supplies posed huge risks to the nation' s banking system and, more imminently, would exacerbate the current inflation."The interest rate increase last month sent a signal that more such increases will come in the future," he said.
