CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. CHULA VISTA, Calif. (KGTV) - A 16-year-old who reportedly made a social media threat against Bonita Vista High School was arrested Tuesday, police say. According to police, officials discovered that the juvenile was responsible for the second of two threats against the school. "The juvenile told police that he had seen the first threat online and decided to 'join-in' to further scare people. He said he thought it would be funny," police said. The teenager was arrested for making criminal threats and is expected to be released to his parents. Called “Salt Drift Pointe” the owners say they wanted to honor the industrial history driven by the old salt ponds that helped move the region from farming to industry. Over the years, the South Bay city has changed dramatically. Switching gears from an agricultural hub to an industrial one. Now, another shift is underway. One aimed at helping the city bring in more tourists. Lemons, oranges and lots of celery once dominated the landscape of Chula Vista. But that all changed in 1911 when the city was officially incorporated as part of California. CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes.
