CARLSBAD, Calif. (KGTV) - On a given evening, the streets of Carlsbad Village are filled with people walking, biking, and driving across the train tracks that bisect the city.The number of trains passing through has also been steadily increasing.“There are projections that say in the next 10 years train traffic is going to double through this region,” said Jason Haber, who works for the City of Carlsbad.Carlsbad Village is one of the last remaining stretches of train tracks along the San Diego Coast that has not been double-tracked to accommodate the growth in train volume. But there are plans to change that.The option being pushed by the city is to trench the tracks through the downtown area. That would also address the other pressing issue on the tracks: safety.In the last 5 years, the North County Transit District says 11 people have died from being struck by a train in the city.Last September, Jason Holsinger was killed where the tracks cross Grand Avenue when he rode his bike passed a lowered crossing arm.Near Tamarack Avenue, Josh Foster was killed last February while walking along the tracks. The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision. It’s unclear where the money would come from at this point. Depending on the alternative chosen, the project could cost between 300-400 million dollars. Construction could take several years. 2093

Carnival Cruise Line announced Thursday that most of its remaining US-based cruises for 2020 have been canceled due to coronavirus concerns.The cruise line canceled all cruises originating from US ports except for those leaving Miami and Port Carnival during November and December. Carnival said Thursday that it’s possible all remaining cruises in the US will be canceled amid the pandemic.“As we have said throughout this pause, our return to operations will be gradual and phased in. And while we are not making any presumptions, once cruising is allowed, we will center our initial start-up from the homeports of Miami and Port Canaveral,” said Christine Duffy, president of Carnival Cruise Line. “The health and safety of our guests, crew and communities we serve remain the cornerstone of our plans and decisions. CAMPO, Calif. (KGTV) -- Cal Fire responded Saturday afternoon to a large fire burning near the border in Campo. According to the agency, the fire is raging near Forest Gate Road and Border Road.Although Southern California Air Operations tweeted around 11:45 a.m. that the fire "is now well established on the U.S. side," Cal Fire says the blaze never reached the U.S. Air Operations said it sent several aircraft to the fire, including two tankers and two helicopters, but around 1 p.m., all aircraft were released from the fire. The agency said the fire is burning in light flashy fuels with a rapid rate of spread. The blaze is estimated at 50 to 100 acres currently, Cal Fire reported. (KGTV) — Joining Oceanside and California state beaches, Carlsbad city officials announced Friday that they will close beach parking lots for the July 4 weekend.The city says that beach parking lots will be closed July 4 and 5 in Carlsbad, over concerns of crowds from counties where beaches are closed traveling to the region.Carlsbad's decision comes after a letter from the Governor's Office of Emergency Services and days after Oceanside instituted a similar beach parking closure.RELATED: Crowds flock to San Diego beaches for Fourth of July weekendEarlier this week, San Diego County Supervisors said they did not plan to mandate county beaches to close and would leave it up to cities to decide themselves."At the time of writing, beaches under the jurisdiction of local governments within San Diego County are the only beaches without visitation restrictions throughout all of Southern California, and therefore are attracting thousands of residents from outside your coastal communities and creating significant potential for disease transmission, particularly in crowded restaurants, bars, retail, and hotels," Cal OES wrote in a letter to the cities of San Diego, Imperial Beach, Coronado, Del Mar, Solana Beach, Encinitas, Carlsbad, and Oceanside. CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. It reminds customers that it will never ask for any personal login information. 2609
