SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets.Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. BEIJING, Sept. 27 (Xinhua) -- Russian President Dmitry Medvedev Monday signed a series of political and commercial deals on his second state visit to China, a sign of closer strategic ties between the two world powers.Medvedev held talks with his Chinese counterpart Hu Jintao Monday in Beijing. They celebrated the completion of a long-awaited China-Russia oil pipeline, the largest bilateral project between the two countries.The 999-km pipeline runs from Angarsk in Russia to Daqing in northeast China. It is part of a bilateral loan-for-oil deal that was reached in 2009. Under it, China makes a 25-billion-U.S.-dollar long-term loan to Russia while Russia supplies China with 300 million tonnes of oil through pipelines from 2011 until 2030."The smooth completion of the pipeline project is a model for the two countries' mutually beneficial win-win cooperation and a milestone for China-Russia energy cooperation," said Hu at the completion ceremony.The two countries also signed 15 deals on cooperation covering coal, gas supply, energy efficiency, renewable energy, nuclear power, power grids and banking.Medvedev arrived in northeast China's port city of Dalian Sunday to start his state visit. There, he met with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII, underscoring the "deep bonds" between the Russian and Chinese peoples.

BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. This year, China-EU trade has witnessed remarkable growth and bilateral trade volume exceeded 300 billion U.S. dollars for the first eight months, up 36.2 percent compared with the same period last year.However, Abou was not satisfied with the figures. Trade and investment are not big enough considering China's 1.3-billion population, said the ambassador. BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday.From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record.While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production.In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.
