SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. SAN DIEGO (KGTV) -- San Diego Fire-Rescue responded after a man reportedly got his hand stuck in an industrial tortilla press Thursday night.According to the department, the incident happened just after 5:30 at Tortillera La Perla on the 3100 block of National Avenue in San Diego.The man has been carried out of the factory, but a piece of the equipment is reportedly still stuck to the man's hand. His condition is unclear at this time. Also unclear is how the man got his hand stuck in the press. 507

SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. SAN DIEGO (KGTV) - Residents in a senior mobile home park in Oceanside are worried about speeding drivers after two ducks were hit and killed Wednesday. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. Safety is a priority for us and we support safe and respectful work practices among the vendors with whom we do business. We share the concerns of the residents and encourage the distributor to review the incident and address any unsafe practices." 970
