North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

North Korea has threatened to abandon planned talks between leader Kim Jong Un and US President Donald Trump in June if Washington insists on pushing it "into a corner" on nuclear disarmament.A statement published by the state-run Korea Central News Agency (KCNA) said North Korea would never accept economic assistance from the US in exchange for unilaterally abandoning its nuclear program.Kim Kye Gwan, North Korea's First Vice Minister of the Ministry of Foreign Affairs, was quoted in the article as saying "the US is talking about giving us economic rewards and benefits when we give up nuclear weapons.""We have never built our economy expecting things from the US and will never do such a deal in the future," he added.If the Trump administration was "genuinely committed" to improving ties with Pyongyang, "they will receive a deserving response," Kim said. "But if they try to push us into a corner and force only unilateral nuclear abandonment, we will no longer be interested in that kind of talks and will have to reconsider ... the upcoming summit."  1077

Parent company CEC Entertainment has reopened 266 of its 612 company-operated Chuck E Cheese and Peter Piper Pizza restaurants. It did not elaborate on how willing parents are to again host birthday parties and other gatherings with so many cities still under tight restrictions on crowds. CEO David McKillips said Thursday in press release that it has been "the most challenging event in our company's history."“The Chapter 11 process will allow us to strengthen our financial structure as we recover from what has undoubtedly been the most challenging event in our Company’s history and get back to the business of delivering memories, entertainment, and pizzas for another 40 years and beyond,” said McKiilips in the release. “I am incredibly proud of what the CEC team has achieved over the past year as we launched the All You Can Play value gaming platform, expanded our remodel program, and found new ways to engage with families while our venues were closed. New payment options are popping up in your online shopping cart.There's been an explosion of retailers, including Amazon and Target, adding buy now, pay later options.“In general, I'm not a huge fan of these services really, because I'm worried about any sort of consumer debt,” said Ted Rossman, a financial expert at Bankrate. “And if you don't really have the money to pay for it today, but you think you'll have it in six weeks, that's a slippery slope.”Rossman says point-of-sale apps have seen triple digit growth over the holiday season.They typically require a payment up front and a few more payments spread out over six weeks or so. If you pay on time, usually there's no interest or fees.Rossman says research has found that almost half of buy now, pay later customers have paid late at some point, mainly because they were disorganized.Stores like them for several reasons, including because they tend to get people to spend more.“They also like the potential loyalty and big data play that they can actually learn a lot about their customers, and they work very closely with a lot of these services,” said Rossman.Most buy now, pay later lenders typically do a soft credit check. They won't typically help you build credit, but they could hurt your credit if you pay late because they will report that.“I just think that's a little bit short sighted, because if you use a credit card and are paying full, you avoid interest, but you get better promotions, you get rewards, you get better buyer protections,” said Rossman.Rossman says these options are appealing even to people who have credit, because of their predictability.He thinks we will see more of these with retailers not being able to push store credit cards as much with fewer in person shoppers. 1778
