SAN FRANCISCO (AP) — Facebook threatened to block Australian publishers and individuals from sharing news stories on its platform in reaction to an Australian measure that would require it to compensate media organizations for its use of their stories. The social network said the move would force it to pay arbitrary and theoretically unlimited sums for information that makes up only a small fraction of its service.Google has cast the proposed Australian law as a potential threat to individual privacy and a burden that would degrade the quality of its search and YouTube video services, but did not threaten a cutoff.Australia's government hopes the legislation will be passed this year. 699

SAN DIEGO (KGTV)-- Thousands of members of the LGBTQ Community and their allies lined the streets of Hillcrest to celebrate the San Diego Pride Parade Saturday morning. More than 200 floats were on display at this year's event. We asked the crowd, "What does "Pride" mean to you?""It means finally being able to live out and proud.""It's the freedom to celebrate who we are.""Love our neighbor as ourselves and love God!"Some have been coming to the San Diego Pride Parade for decades. "Oh my gosh, she's been 26 years of marching in pride with me," Dana Harwood said of her mother. "...And I love my lesbian daughter!" her mother, Bobbi said. For others, this year's parade is their debut to the world. "Fours months ago, I started my transition," Grace McBride said. "I am just so happy now that I came out to be authentic."For 55 years, people called her Dale. But today, she is proudly Grace."Dale was struggling. Dale was a Marine. Dale worked for the cable company, and anymore now I just want to share the love," McBride said. It has been a long struggle for the LGBTQ community. The most notable moment was the Stonewall Riots in 1969, where New York Police raided LGBTQ members staying at the Stonewall Inn. "Stonewall gave us a sense of freedom. A sense of power," Drag Queen Vera Del Mar said.Vera Del Mar grew up in National City but now lives in Tucson. She made it a point to make it back to her hometown Pride this year."I had to show off my new hairdo!" she said. What was once considered 'underground' or 'shameful' has now become part of mainstream culture, even mainstream media. This year, many familiar faces of the 10News team joined the 10News float and greeted parade-goers. 14-year-old Alexis Engelmann came out as lesbian last year. She says she is lucky to have her entire family in her corner. "It's cool because it's not really different at all," her younger brother Mile said. "We just like to support her and help her succeed in life."Like the thousands of people at the parade, Alexis is proud. She is celebrating, not hiding her Pride. "I love them [my family] so much, and I am so grateful," Alexis said. If you missed the Pride Parade this morning, there are plenty of other things to do around Hillcrest. The Pride Festival continues throughout the weekend. Tonight's headliner is King Princess, and tomorrow night's headliner is LGBTQ trailblazer and iconic rocker Melissa Etheridge. 2427

SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. We have removed any restrictions; they don’t have to get a permit or anything.”San Diego Mayor Kevin Faulconer also plans to sign an emergency executive order to provide relief for restaurant owners.“The City is finalizing a new ordinance for Council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors,” said Mayor Faulconer in a statement to ABC 10News.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut down“Given that the state’s new shutdown order has an immediate impact on local businesses, on Tuesday, I’ll be signing an emergency Executive Order that will waive regulatory requirements and help restaurants expand their service outdoors, increasing physical distance between employees and customers.”Meanwhile, business owners across the county are doing what they can to stay afloat.“We’ve been thinking what we could do, and we are ready to open for outdoor dining and give it our best shot,” said Suzan Meleka, owner of Charlie’s Family Restaurant in Escondido.Meleka said she would be using her outdoor patio area and potentially adding more tables and shading in the parking lot.“Currently there’s four, and we are going to add more, and they will be six feet apart for sure,” she said. While outdoor seating hasn’t been the most ideal for some restaurants, it has proven to be successful in many beach communities.“At our venues, I think it’s been really good outdoors,” said Steve Thomas, General Manager at Belmont Park.Cannonball Sushi and Beach House Bar & Grill already operate outside, but changes will be made at Draft South Mission to expand outdoor seating in hopes of keeping the restaurant entirely in business.“We just moved some more tables around, expanded the outdoor seating, and we’re going to pivot to make sure that we can still have Draft fully opened with the outdoor section,” he said. 3204

SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling. However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules. The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. You should know what dangers you're dealing with before demolition begins.Renovation Realty is now certified with the EPA, and that extra step is helping business."We’ve finished about 490 homes since we were certified in September 2015, and we’ve actually received contracts because we’re EPA certified,” Christian said.Click here to learn more about reducing childhood lead exposure, or to learn more about the harmful effects of asbestos, click here.  3257
