(KGTV) - A ballot initiative could relieve Californians squeezed by rising rent prices. The initiative, led by the Alliance of Californians for Community Empowerment, is pushing to repeal the state's 1995 Costa Hawkins Rental Housing Act, which prevents rent control from being applied to all housing built after 1995.The initiative has gained at least 25 percent of the signatures needed, according to the Sacramento Bee. If successful, the initiative could give communities more power over rent control ordinances. RELATED: San Diego group calling for rent controlSupporters believe a repeal of the act will help solve California's rent crunch, but critics fear such a repeal will stifle construction and development, and only make things worse. The initiative's organizers have until June 25 to gather 365,880 signatures from California voters to qualify for the November ballot, according to the Sacramento Bee.The push for rent control isn't just taking place on the state level.RELATED: New numbers show exodus from San Diego County, CaliforniaThe National City Families for Fair Rent coalition of tenants and community leaders are kicking off a signature-gathering campaign on March 24 to submit a proposal for rent control to the city. The group hopes to get their measure submitted to the November ballot as well to have a program implemented to stabilize rising rents in National City. 1440

(KGTV) — For Chula Vista native Cesar Moreno, instinct — and training — kicked in when a 7.0-magnitude earthquake struck near Anchorage, Alaska, Friday."I went straight under my desk and I was just praying," Moreno recalled. "I was afraid I was going to die."Moreno said training for earthquakes while living in San Diego as a child helped prepare him for what to do. Once the quake stopped and things seemed clear, Moreno and his roommate at the University of Alaska ran outside to try and call family members, but cell service was down in the area.He eventually reached his mother.RELATED:Alaska hit by more than 190 small earthquakes since FridayBack-to-back earthquakes in Alaska destroy roads, prompt tsunami warning"I contacted my mom and I was pretty shaken up. I was a little emotional," Moreno said.A Snapchat photo from Moreno showed captured the damaged hallway of a building at the university. The earthquake, and following 5.0-magnitude aftershock, left roadways crumbled, buildings damaged, and caused power outages around the Anchorage area. Since Friday's quake, Alaska has been hit with more than 190 small earthquakes, according to the US Geological Survey. Moreno says the mood around the university is quiet, as if everyone is waiting for the next big shake up."I actually have a backpack ready with extra clothes, extra shoes, extra blankets," Moreno said. "I'm actually going to sleep with all my clothes and shoes on tonight cause if anything happens, I'm ready to just jump out." 1511

We’ll seek to prosecute to the fullest extent of the law anyone who destroys federal property, endangers our frontline operators, or violates our sovereignty,” Nielsen wrote.RELATED: Caravan marches toward U.S. border in a show of forceIn a series of tweets, Nielsen said there was a “robust presence” along the Southwest border comprised of Customs and Border Protection, Department of Homeland Security, and federal, state and local law enforcement officials.“We remain in close contact with Mexican authorities and are committed to resolving this situation safely in concert with them,” Nielsen wrote.RELATED: Map: Migrant caravan forces closure of San Ysidro?ports of entryNielsen visited Border Field State Park earlier in the month to see reinforcements added along the Mexican border.Although a Politico report indicated troops who were dispatched to the border would be sent home by Dec. 15, Nielsen said that DHS and the Department of Defense will continue their work at the border "until it is resolved." 1507
