The change was announced by its producers Sunday at the end of a sold-out three day festival, its fifth at the North County location. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. SAN DIEGO (KGTV) — It has now been seven months since the pandemic began, and there are still a lot of questions about the best ways to treat patients with COVID-19.Researchers at UC San Diego are leading an effort to produce swift and reliable answers that could help doctors tailor treatments and hospitals plan bed space more efficiently.Doctors agree: the best way to fight any disease is to tailor the treatment for each individual based on their age, gender, race and other factors. But how does one doctor do that with a new disease like COVID-19, especially if their hospital has only seen a few hundred cases?“There might be some patterns you can get from 500 patients but there might be some others that you cannot,” said UCSD professor Dr. Lucila Ohno-Machado, chair of the Department of Biomedical Informatics.Dr. Ohno-Machado’s solution? Pool data.She’s leading the charge behind COVID19questions.org, a collaboration between 12 medical systems spanning more than 200 hospitals across the country.The collaboration includes several University of California health systems, the University of Texas Health Science Center at Houston, the University of Colorado Anschutz Medical Campus, and the largest organization in the cohort, the Veterans Affairs Healthcare System.“Each hospital is a little small to answer the questions. So by having it all together, we get the answers quicker,” said Ohno-Machado.They’re going after answers on how long patients with diabetes or cancer stay in the hospital, and whether COVID-19 is deadlier for smokers or non-smokers.Their findings revealed that men are much more likely to wind up on a ventilator than women.And they quantified just how much better we’ve gotten at treating COVID-19 over time.Since May 1, hospital stays among surviving patients have shrunk more than 10 days on average. That’s important for hospital managers planning and predicting bed space.“We decided to open this to the public and to our colleagues, and then we pick which answers have not been answered before and seem to be of most general interest,” Dr. Ohno-Machado explained.If this sounds like a straightforward approach, it’s not. Patient confidentiality laws make it hard for hospitals to share data and the information released by the CDC is limited.Maintaining patient confidentiality while sharing granular data is the most groundbreaking feature of the collaboration, called Reliable Response Data Discovery or known by its Star Wars-inspired acronym, R2D2.UCSD said R2D2 differs from other patient databases and registries because each health system maintains control of data rather than sharing it in a central repository. Through advanced computer techniques, each partner agency shares aggregated data, not patient-level information.The collaboration’s research is based on what’s called “observational data,” so Dr. Ohno-Machado said it’s not a replacement for a randomized, controlled clinical trial, which takes time. SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

SAN DIEGO (KGTV) — It's the final countdown for the San Diego Zoo's remaining panda bears.The zoo has launched a three-week farewell celebration for 27-year-old giant panda Bai Yun and her son, 6-year-old Xiao Liwu, before the two are repatriated to China this spring.
