President Donald Trump told lawmakers on Thursday he was scrapping a planned pay raise for civilian federal workers, saying the nation's budget couldn't support it.In a letter to House and Senate leaders, Trump described the pay increase as "inappropriate.""We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases," the President wrote.An across-the-board 2.1% pay increase for federal workers was slated to take effect in January. In addition, a yearly adjustment of paychecks based on the region of the country where a worker is posted -- the "locality pay increase" -- was due to take effect.Trump said both increases would no longer happen."I have determined that for 2019, both across the board pay increases and locality pay increases will be set at zero," he wrote.He stressed the change wouldn't affect the federal government's ability to attract qualified workers, and wrote the government would focus on "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets."The implications of Trump's decision on the locality pay increase were not immediately clear. Workers based in more expensive parts of the country are paid higher salaries to compensate for the higher cost of living.In his letter, Trump wrote the locality increase in 2019 would average 25.70% and cost the federal government billion. But he did not say whether the locality adjustments already in place would remain in effect and the White House did not immediately clarify.Pay for military personnel will not be affected by Trump's decree; instead, US troops are due a 2.6% pay increase next year. Trump frequently trumpets the military pay raise while listing his administration's accomplishments. (KGTV) - The young man found shot to death in a Ramona home was identified by his roommate Monday as a resident of Ukraine.San Diego County Sheriff's deputies got a 911 call reporting Sunday at 8 p.m. reporting shots fired near the home on Wood Rock Lane. They found the victim dead inside.Four people live in the home, including Ben Ledbetter. He said the victim, a 20-year-old man, worked for Ledbetter's mobile detailing business for four years. Ledbetter believes he is being targeted and said someone killed his best friend out of anger."He's 100 percent good.  His heart is strong, his will is strong.  His attitude was positive.  You couldn't kill a better person.  He was the best person you could ever know," Ledbetter said.The victim's name is being withheld until his family can be notified.Deputies shut down the area near the home until 1 p.m. Monday to search for evidence. Ledbetter told 10News that detectives took his phone, truck and clothes as part of the investigation.Anyone with information on the incident is urged to contact sheriff’s Homicide Detail at 858-974-2321 or 858-565-5200.   1182

President Donald Trump says he is ready to get back on the campaign trail despite battling COVID-19.Trump said Thursday during an interview with Fox News' Sean Hannity that he is hoping to hold a rally in Florida on Saturday night if his campaign team has enough time to put one together.Trump's push for a rally comes just days after he was hospitalized for coronavirus. The 74-year-old publicly announced his positive test result early Friday morning and was receiving care at Walter Reed hospital before being released Monday evening. Trump has not yet given any specifics on where and what time he'd like the rally to kick off this weekend.Presidential physician Dr. Sean Conley released an update on Trump’s coronavirus prognosis on Thursday, stating that he has “remained stable and devoid of any indications to suggest progression of illness.”Trump was diagnosed with the coronavirus late Thursday night, just hours after traveling to New Jersey for a fundraiser.
