SPARTA, Tenn. (WTVF) — Tosha Henry, 32, said she was pulled over for a minor traffic violation and strip searched in White County, Tennessee, last year.She said she decided to share her story after seeing an investigation into the deputy that pulled her over.Deputy Brandon Young resigned from the White County Sheriff's Department in July, after the FBI began investigating an arrest in which he ordered his police dog to repeatedly bite an unarmed woman, who was hiding in a closet.The woman who was repeatedly bitten in that arrest, Tonya Qualls, was also pulled over by Brandon Young and strip searched last year.Several attorneys said that officers should get a search warrant before they conduct a strip search on someone pulled over for a traffic violation, and even then the search should be done in private, not on the side of a public road.Both cases raise questions about the policies followed by the White County Sheriff's Department.Tosha Henry will never forget what happened to her and the 30 year old female passenger in her car on October 19, last year."We were humiliated really, and strip searched on the side of a public road in front of God and everybody," Henry said.White County Sheriff's Deputy Brandon Young pulled over Henry and her female passenger for a "non-functional tag light" according to his incident report.Young wrote "I had prior knowledge that both suspects have been involved with drug-related activities in the past and consent to search was asked for and was granted.""Where I'm from, the police, you do what they tell you to do," Henry said.But she said she had no idea how far the search would go, and was surprised when a female corrections officer suddenly showed up on scene."She looked at me and said, 'go ahead and take it off.' I just shook out my shirt and my bra and she said, 'no all the way off,' and I'm looking around. There are five male officers standing around the vehicles," Henry said."We had to pull our pants down and squat and cough, while all these male officers are around and cars are going down the road," Henry continued.Officers found no drugs.But they wrote her passenger a ticket for possession of drug paraphernalia after finding two syringes.The two were then allowed to drive away."I just bawled. I was like, 'did this really just happen? Nobody's going to believe it. Nobody's going to believe it," Henry said.Body cam video shows the search of Tosha Henrty was not isolated.Just nine days earlier, on October 10, 2019, Deputy Brandon Young pulled over a car driven by Tonya Qualls.Qualls asked in the video, "Why did you pull me over?"Brandon Young responded, "Because you rolled the stop sign out on Murphy."Deputy Young then asked Qualls and her male passenger, "Do ya'll care if I just take a quick look and then get ya'll back on your way?"But it was not quick.Young again called a female corrections officer to the scene after finding two prescription pills in the car."Send me a female officer out here on (Highway) 111," Young said on the body cam.We showed the video to Tosha Henry who could not believe the same officers strip searched another woman."That's the same officer and corrections officer," Henry said looking at the body cam video.The female corrections officer reported back to Brandon Young that she found no illegal drugs."I got her ... naked, made her squat and cough and everything. I couldn't find nothing," the officer said."She had two bras on, nothing. I took both of them, the padding the inner lining and everything," the officer added.They finally let Qualls go with a ticket for having a hypodermic needle and two pills without a prescription.Attorney Richard Brooks represents Henry and was disturbed when we showed him the video of the strip search of Tonya Qualls.When asked, "Should they be doing strip searches looking for drugs on the side of the road?" Brooks said,"No, they absolutely shouldn't be doing that. Absolutely not.""That's just totally out of character with what our Bill of Rights is," Brooks added.He said officers must get a warrant to do a strip search, and even then it should be done at the jail - not on a public road.But he said in White County, he has heard they became a common tactic."They are routine if you are a nobody, lower socioeconomic, and they feel they can pick on them," Brooks said.Henry said she had the courage to come forward only after Deputy Brandon Young got in trouble for ordering his dog repeatedly bite a woman in April who as hiding in a closet.It turns out that woman, Qualls, is the same woman Young had strip searched on the side of the road five months earlier.The body cam video from the strip search clearly shows Young and Qualls knew each other.Young asked, "Who's car is this?"Qualls responded, "This is (redacted) new one. I have it until I get my truck fixed."Young said, "I got you. Did ya'll finally kiss and make up?Qualls said, "No."But when Young found Qualls hiding in the closet he ordered his dog to keep biting, and claimed she might have a weapon.She's never been violent in the past, and was unarmed this time.Qualls is now represented by attorneys with Johnson, MacLeod and Gernt.Young resigned from the White County Sheriff's Department in July after the FBI began investigating the arrest.Henry knows the problems are bigger than one officer.She said policy changes inside the entire sheriff's department are needed."I am hoping with me coming forward and getting this out it is going to help the next person," Henry said.White County Sheriff Steve Page did not respond to our requests for comment.This article was written by Ben Hall for WTVF. 5639

SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275

SPOKANE, Wash. (AP) — They call it the Cosmic Crisp. It's not a video game, a superhero or the title of a Grateful Dead song.It's a new variety of apple, coming to a grocery store near you Dec. 1Cosmic Crisp is the first apple ever bred in Washington state, which grows the majority of the United States' apples. It's expected to be a game changer.Already, growers have planted 12 million Cosmic Crisp apple trees, a sign of confidence in the new variety. While only 450,000 40-pound (18-kilogram) boxes will be available for sale this year, that will jump to more than 2 million boxes in 2020 and more than 21 million by 2026.The apple variety was developed by Washington State University. Washington growers, who paid for the research, will have the exclusive right to sell it for the first 10 years.The apple is called Cosmic Crisp because of the bright yellowish dots on its skin, which look like distant stars."I've never seen an apple prettier in the orchard than these things are," said Aaron Clark of Yakima, whose family owns several orchards in central Washington and has planted 80 acres of Cosmic Crisps.The new variety keeps for a long time in storage and in the refrigerator, said Kate Evans, who runs the breeding program at Washington State University.And it's an exceptionally good "eating apple," she said. "It's ultra-crisp, very juicy and has a good balance of sweetness and tartness."Cosmic Crisps are a cross between the disease-resistant Enterprise and the popular, crunchy Honeycrisp varieties. The Honeycrisp, nicknamed "Moneycrisp" by some growers, was the latest apple to spark a big buzz in the United States when it was introduced a couple of decades ago. It was developed by the University of Minnesota."This apple (Cosmic Crisp) has a good opportunity to be a hit with a lot of people," said Clark, a vice president of Price Cold Storage, a company with orchards and fruit warehouses throughout central Washington. "It better be, because we are going to have a lot of them."Apples are a .5 billion a year business in Washington, which grows about 60% of the nation's supply, or nearly 140 million boxes. The top varieties are Gala (23, Red Delicious (20%) and Fuji (13%).Apples are grown in the arid valleys and brown hillsides of central Washington, a few hours east of Seattle, and watered by irrigation projects.The state has around 1,500 apple growers and 175,000 acres of orchards. About 50,000 people pick some 12 billion apples by hand each fall. The fruit is exported to 60 countries.With so much success, why was a new apple variety needed?"A new apple brings excitement," said Toni Lynn Adams, spokeswoman for the Washington Apple Commission, which markets apples internationally. "A new variety can reinvigorate a market and industry."Washington growers, who had watched the market share for sometimes mushy Red Delicious apples plummet over time, were looking to replicate the success of the Honeycrisp, Adams said."It's going to shake things up in a great way," Adams said. "We're expecting it to increase in volume rapidly."Adams could not speculate on how much Cosmic Crisp apples will cost per pound."Better quality makes for better returns," said Clark, the grower. "This is a for-profit deal, man. We're trying to make some money with it."Remarkably, this is the first apple variety developed in Washington state, which has been known for apples for more than a century.Scientists at WSU's Tree Fruit Research Center in Wenatchee spent 20 years breeding the desired apple tree seeds. In addition to helping pay for that research, apple growers need a license to buy the trees and pay a royalty on sales of the fruit.The trees take three years to produce a crop, said Kathryn Grandy, a member of the team marketing the apple."This will be the largest launch of a single variety ever, globally," she said, and it's backed by a .5 million marketing budget.Consumers will not have trouble finding the variety, said Grandy, who works for a company called Proprietary Variety Management and is based in the town of Chelan, in the heart of apple country.Work on developing the variety began in 1997, said Evans, of Washington State University. The process of cross-hybridization has been used to breed plants for hundreds of years, Evans said, and is quite different from the more controversial genetic modification methods."The goal, in my opinion, is to get more consumers eating apples," she said. SPRING VALLEY, Calif. (KGTV) -- Two teenagers were arrested Saturday in a sex trafficking investigation involving a 12-year-old girl. According to the San Diego County Sheriff’s Department, detectives found the girl on the 8500 block of Paradise Valley Road Saturday. The department says the 12-year-old was a runaway “who was possibly being sex trafficked.”The two 17-year-old boys were arrested for possession of firearms. “The Human Trafficking investigation is still developing and being handled by Human Trafficking Task Force,” the department added.Marisa Ugarte is the founder of 'Bilateral Safety Corridor Coalition' [BSCC]. For two decades, she has helped victims of human trafficking get back their lives. What startled her about this case was the age of the victim. "The average age that I have seen is 16 and 17. Some 15. Very few 14. But a 12-year-old? You can count them in your hand," Ugarte said. FBI studies show San Diego is one of the highest child sex trafficking areas in the nation. The reason: Tourism. "You have Comic-Con. We have a cyber patrol that we do. In three hours, we had 45 calls of buyers." Ugarte said. These patrollers look for potential buyers on the internet and intercept them before they prey on children. Another reason San Diego's human trafficking statistics are also high is the international aspect. The area's proximity to the border brings in large numbers of sex and labor trafficking. Human trafficking is a billion-dollar underworld operation, with victims so young and trapped, often out of desperation. Ugarte sent a message to the young victim. "Please don't disappear and become one girl on the milk carton. You do not know what is out there. Please. Just think about it.
