CA?ON CITY, Colo. – Thousands have come through the gates of the Colorado Territorial Correctional Facility. But what happens when they walk out? The prison has dozens of programs meant to help the inmates become valued members of society. One program – involving dogs – is called the Prison Trained K-9 Companion Program. Lawrence Trujillo and Zachery Montoya are master dog trainers. They've have been training dogs at the corrections center for five years. “We are with these dogs seven days a week, 24 hours a day,” Trujillo said. They teach the dogs how to follow commands, and how to be on their best behavior. It’s a very coveted job. “Some of these guys haven’t seen a dog in 20 years,” Montoya said. However, getting into the program isn’t easy. “In order to be considered they actually have to apply for the job. They have to meet certain criteria – they have to have a GED – because we’re required them to read information and process it. And they have to be on their best behavior documented for at least six months," K-9 supervisor Michele Wayland said. According to Wayland, it takes about a year to achieve a master handler certification. “We get a dog buddy, and we learn from a master trainer. We go through about 14 months of book work, we have tests in their monthly – hands on tests with the dogs as we progress as trainers – and we have to pass each one of those tests to become a master trainer,” Trujillo said. The guys say they gain more than just life skills. They're also helping families who haven’t been able to effectively train their dogs. “Coming to prison is not so fun, but being able to give something back is very rewarding,” Montoya said. Since the program was created in 2002, inmates have trained nearly 13,000 dogs. A majority of them come from private families who help fund the program through boarding and training fees. “There is no taxpayer dollar supporting this program, so we have to float our own boat,” Wayland said. The program has seen a lot of success the past couple decades. Wayland says Colorado was one of the first, if not the first state to start K-9 training at prisons. Now, they're all across the country. “There actually is a K-9 program in prisons in every state of the union,” Wayland said. The positive results of the program can be seen in the inmates who are hired. “I didn’t have a lot of skills before I came to prison, so this is something I could definitely I could take with me and do out there. There’s been many guys who have left and have been successful doing this one the streets,” Montoya said. Whether working at a shelter, a kennel, or starting their own training business, both Montoya and Trujillo say they’d love to continue working with dogs once they get out of prison. PHILADELPHIA, Pa. – Around the world there are more than 100 safe injection sites, in countries like Canada, Australia and Spain. However, in the U.S. there are none. “In 2017, 1,217 Philadelphians died of overdoses. Last year about 1,150,” said Philadelphia’s former mayor, and the state’s former governor, Ed Rendell. Rendell has been leading a fighting for Philadelphia to open the first safe injection site in the country. He joined the organization Safehouse in this effort shortly after his best friend’s son overdosed on heroin. “When John Decker died, it became personal,” added Rendell. “Decker wasn’t my son, but I knew him since he was a 2-year-old boy.”Safe injection sites provide a place for users to inject drugs under medical supervision. The proposal has landed Rendell and supporters of the plan against the federal government. The Department of Justice sued Safehouse last year to block the site but then earlier this month this call happened. “It’s kind of a nuance. He just said it’s not unlawful activity,” said a board member of Safehouse who was on speaker phone in Rendell’s office. The call described a judge’s decision minutes earlier. The federal judge denied the Trump administration’s motion to block Safehouse from opening a safe injection site under the federal Crack House Statue. “It is clearly a victory,” said Rendell during the call. A victory against the D.O.J for now, but Rendell and Safehouse still have to win over the public. There’s a lot the criticism around the idea of a safe injection sites, some argue one in the U.S. would be promoting the use of opioid drugs rather than curbing it. “Ridiculous! No one is going to get hooked on opioids because they think of themselves well if I get her back and always inject in front of a medical personnel,” Rendell responds. However, many in the community of Kensington, where the safe injection site would be located, add additional concerns. Some neighbors fear a site would bring addicts from all over the city to a neighborhood already struggling and possibly take that neighborhood to a new low. “If you have time I’d say go out to Kensington and look at what’s there right now couldn’t get any worse,” argues Rendell. “My message to the neighbors is that we are going to bring it all indoors no one is going to be shooting up in front of your kid

Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September.The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Schools in regions in Phase Four of their reopening at that time will be able to reopen to students if the region's daily infection rate remains 5% or lower over a 14-day average.After August 1, schools will close if their regional infection rate is greater than 9% over a seven-day average.Once reopening, schools must follow guidelines specific to their districts. The New York State Health Department has released its own guidelines, which will be used by districts to develop plans.The health department's guidelines include masks and PPE whenever students or staff cannot maintain social distancing (six feet of separation).
