SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status. SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. If the Observatory fails to comply with the terms of the agreement with the city, another 0,000 in fines will be issued, the office said.The lawsuit is the latest issue in the city's battle with the venue. SAN DIEGO (KGTV) -- A man who was ambushed and shot eight times by two gunmen early Sunday morning suffered non-life-threatening injuries, a San Diego Police Department officer said.The shooting happened at around 12:20 a.m. at 4700 Uvas St. in the Chollas View neighborhood between 47th and Market streets in San Diego.A 27-year-old male victim was standing on the sidewalk when a white sedan pulled up, said SDPD officer Robert Heims. Two Hispanic males got out of the vehicle and fired several rounds at the victim, striking him eight times. The suspects got back in the car and fled northbound 4700 Uvas St., said Heims.The victim was transported to the hospital and with non-life-threatening injuries. No other information about the victim or his injuries was released at time.The suspects were described as Hispanic males wearing black plaid shirts. SAN DIEGO (KGTV) - A pair of recent restaurant closures are highlighting some of the struggles owners are facing as the industry grapples with major shifts in the way it does business.Last month, Brooklyn Girl in Mission Hills and Urban Solace in North Park both closed their doors. Facebook posts thanked long-time customers but gave few answers as to why.Industry experts think it's a sign of bigger problems in the hospitality sector, as rising costs and changes in people's behavior are combining in a "perfect storm" of problems.RELATED: El Pollo Grill to open new location in Chula Vista"These are seasoned operators, people who have been in business for a long time. And for one reason or another they're just stumped," says Stephen Zolezzi, the President and CEO of the Food and Beverage Association of San Diego.His association tracks the total number of licenses given out in San Diego to food and beverage vendors. Zolezzi says over the last three years, there's been an increase of 300 licenses. The prices of rent, insurance, and goods have all gone up in the past year. There are also higher labor costs because of minimum wage hikes and low unemployment creating favorable hiring conditions for employees.But cost isn't the only factor."Customer loyalty, today, is really at a low," says Zolezzi. His members say diners now would rather go to multiple places once than become regular, dependable customers at a few spots."You could be doing everything right," he says. Zolezzi says these apps can charge restaurants as much as 30% of the total bill, plus delivery fees, to carry their food. That cuts into already razor-thin margins and in some cases cause restaurants to lose money on each delivery order."If you don't have that factored into your business plan, it could create a negative," he says.Zolezzi says it's now up to the industry to adapt, as restaurant owners need to constantly reinvent their location, menu, and marketing to bring in more customers. 2568
