SAN DIEGO (KGTV) -- National City’s Main Street is getting a major makeover and the city hopes the renovation will draw in crowds. One of the plans includes a new food hall, called Market on 8th. The project also highlights a growing trend in San Diego: public markets. Open throughout the week, the markets offer unique food from various vendors, all in one place. The market is located in Liberty Station, formerly part of the Marine Corps Recruit Depot. SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. They say the community will have several opportunities for input as the effort goes through the Planning Commission, Housing Commission, and City Council. 1527

SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger. He was taken to the hospital where he later died.Police said in a release Thursday evening that Lowe and Munsinger were neighbors. SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889
SAN DIEGO (KGTV) - Police are investigating a hit-and-run crash in City Heights, that has turned into a stolen vehicle case.It started when a red SUV crashed into a Black SUV on the corner of Euclid and Polk Avenues around 4:30 p.m. Friday.A man and woman fled the scene. Police say the man was carrying a black backpack. Paramedics were called to the scene, but no one was hurt in the crash, according to police. According to the DMV, when they ran the plates of the stolen car, it didn’t match the vehicle they had on file. 553
