ESCONDIDO, Calif. (KGTV) — A man has died after firefighters found him inside a North County home where a fire had ignited Sunday afternoon.Escondido Police said the fire was reported in the 600 block of Waverly Place just before 11:30 a.m. When firefighters and police officers arrived, heavy smoke and flames were seen coming from the home.Firefighters entered the home to battle the flames and found an adult man unresponsive inside. The man was taken to Palomar Medical Center where he later died, police said. His name has not been publicly released, pending notification of his family.The cause of the fire and the man's death is under investigation, police say. ESCONDIDO, Calif. (KGTV) -- Police are investigating an officer-involved shooting that occurred during a traffic stop in Escondido early Friday morning.The incident happened at around 3:45 a.m. on Broadway, near Washington Avenue, according to Escondido police.Police said officers were initially called to a home in the 300 block of Park Avenue due to a reported restraining order violation. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada was at her home and she identified his vehicle.On Broadway, an officer spotted a white car being driven by Quezada and pulled him over.According to police, Quezada "exited his vehicle holding a 3-foot long crow bar and ran toward the officer."Police confirmed the situation prompted the officer to fire multiple shots. Quezada was struck in the abdomen, and he was transported to Palomar Hospital for treatment of his injuries.Police said the officer, who was not injured in the incident, is a 4-year veteran of the department. A lieutenant at the scene told 10News he believes this was the first time the officer was involved in a shooting. The officer was placed on administrative leave pending the investigation.According to police, the officer’s body camera was active during the incident.A stretch of Broadway at Washington Ave. was closed for several hours due to the probe. 1364

ENCINITAS, Calif. (KGTV) -- One week after a training accident that ended in the death of racehorse Bobby Abu Dhabi, Victor Espinoza is opening up about his recovery.Espinoza, a Hall of Fame jockey, suffered a fractured vertebra when he was thrown from the horse after it went into apparent cardiac arrest in Del Mar. The four-year-old horse died.RELATED: Injured jockey Victor Espinoza to miss rest of Del Mar meet"I was just working my normal routine and then just...something just happens," Espinoza said. "So it was a bit of a different accident than what (I've had) over the years." The 46-year-old jockey remembers thinking that he might be paralyzed after the July 22 fall. He said his body was numb, and he could only move his right arm. "The first time I ever cry, (was) when I first started moving my right leg, when I got on the ambulance and then by the time I got to the hospital, I started moving my left leg." Scans showed that Espinoza fractured his C3 vertebrae in the accident and had damage to his cerebral artery. Doctors told him that he got lucky.  Espinoza will be in a neck brace for six weeks. He told 10News his goal is to make a full recovery - but right now there is no guarantee that will happen."I can't move my neck at all, and I wear (the brace) and it's hard for me to balance because I can't see down," he said, noting that he still has numbness in his left arm. Right now, it is too soon to know if he will be able to return to racing - a sport in which he earned a Triple Crown on American Pharoah in 2015.  He's also a three time Kentucky Derby winner.When asked if he would be scared to race again he said, " I can't predict the future, how I'm going to feel at that moment."  1807

Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. The first offense is punished by a fine of 0. The second offense is punished by 0. The third offense is punished by either a fine of 00 or prison for one year, or both.   1070

Experts warned that a drop in air pollution from COVID-19 lockdowns would eventually come back as cars returned to the roads and businesses opened up. A study looking at air quality during the pandemic finds while the visible smog may have lifted in some areas, the air pollutants never really went away."It has been assumed that fewer cars on the road might have led to a decline in the level of air pollution outdoors and, in turn, reduce the number of cases of ill health linked to this pollution. However, our study -- contrary to research from places such as Wuhan in China, and Milan -- found no evidence of fine particulate air pollution declining in Scotland because of lockdown,” stated Dr. Ruaraidh Dobson, who led the study at the University of Stirling.Dr. Dobson and his group looked at the amount of fine particulate air pollution (referred to as PM2.5) in the first month of lockdown restrictions in Scotland. There was a 65 percent reduction in the number of vehicles on the roads, however there was little change in the levels of particulates.Looking at particles in the air between mid-March and mi-April of this year, then comparing that data to the same time period over the last few years, the researchers found little change in the amount of air pollution. They did notice a drop in nitrogen dioxide in 2020 samples, a compound specifically linked to car emissions.The team suggests traffic is not a key contributor to outdoor air pollution, and people may possibly be at greater risk of air pollution in their own homes from smoking and cooking appliances in small, enclosed, and poorly ventilated homes.“This could increase adverse health effects overall and also health inequalities – lower income people are more likely to smoke and to smoke indoors, and are likely to have smaller homes leading to higher PM2.5 concentrations from individual sources, due to smaller room volumes,” the study notes.The researchers express concern that if the severity of COVID-19 is related to air pollution exposure and respiratory issues, increased exposure to all sources of air pollution could increase the risk of serious complications from the disease. 2175
