SAN DIEGO (KGTV) -- San Diego County leaders announced Tuesday that churches will be allowed to reopen Wednesday if they have a plan posted and follow newly-released state guidelines. The county said San Diego County's Public Health Officer does not have to approve the plans. "We know that practicing and sharing your faith is important, but we want to make sure we keep everyone safe," said Greg Cox, San Diego County Supervisor.The news follows a state announcement Monday that churches will be allowed to reopen with certain restrictions. Newsom releases updated guidelines for reopening of California churchesSome of the guidelines include limiting attendance to 25 percent of building capacity or 100 attendees, whichever is lower, and arranging for social distancing. Arthur Hodges, the senior pastor at South Bay United Pentecostal Church, is still in a legal battle with the state over restrictions. He said the state's stay-at-home order and restrictions violate religious right and discriminate against houses of worship."This church behind me seats over 600 people," said Hodges. "I could probably come back with a 30 to 50 percent capacity."After being denied in federal court and the 9th Circuit Court of Appeals, Hodges is taking his fight to the Supreme Court, for one main reason."We've got to prevent this from happening in the future," he said. "We need those limits established now that government is not encroaching on our religious rights."His church plans to resume in-person service on Sunday."We are not putting any pressure on anyone to come to church until they want to come, ready to come, comfortable in coming," he explained.Churches will be allowed to reopen beginning midnight Wednesday, according to the county. See some of the other restrictions below: Shorten services to limit the length of time congregants/visitors spend at facilities whenever possible. This could include limiting speeches, asking congregants/visitors to put on garments at home before arrival, etc.Close places of worship for visitation outside of scheduled services, meetings, etc., whenever possible.Discontinue large gatherings that encourage congregants/visitors to travel and break physical distances during activities, such as concerts, large holiday and life event celebrations and remembrances.Close children's play areas and discontinue activities and services for children where physical distancing of at least 6 feet cannot be maintained.Prop or hold doors open during peak periods when congregants/visitors are entering and exiting facilities, if possible and in accordance with security and safety protocols.Close or restrict common areas, such as break rooms, kitchenettes, foyers, etc. where people are likely to congregate and interact.Reconfigure podiums and speaker areas, office spaces, meeting rooms, conference rooms, etc., to allow for at least 6 feet between people.Face coverings are strongly recommended at all times for congregants/visitors and staff.Establish directional hallways and passageways for foot traffic, if possible, and designate separate routes for entry and exit into meeting rooms, offices, etc., to help maintain physical distancing and lessen the instances of people closely passing each other.Close self-service item selection such as pamphlet displays and bookshelves and provide these items to congregants/visitors individually as necessary.Consider limiting the number of people that use the restroom at one time to allow for physical distancing.Discourage staff, congregants, visitors, etc., from engaging in handshakes, hugs, and similar greetings that break physical distance.Reconfigure parking lots to limit congregation points and ensure proper separation (e.g., closing every other space).Discontinue offering self-service food and beverages. Do not hold potlucks or similar family-style eating and drinking events that increase the risk of cross contamination.Strongly consider discontinuing singing, group recitation, and other practices and performances where there is increased likelihood for transmission from contaminated exhaled droplets.Consider modifying practices that are specific to particular faith traditions that might encourage the spread of COVID-19. Examples are discontinuing kissing of ritual objects, allowing rites to be performed by fewer people, avoiding the use of a common cup, offering communion in the hand instead of on the tongue, providing pre-packed communion items on chairs prior to service, etc. 4517

SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help finding a man who went missing early in the day Wednesday. According to police, 77-year-old David McArthur left his home on the 7900 block of Wing Span Drive around 10 a.m. to work on his boat at The Southwestern Yacht Club. He was last seen walking toward his vehicle in the parking lot of the yacht club, according to a family friend. McArthur was diagnosed with Alzheimer’s six years ago. McArthur is described as a white man, 77-years-old who is bald with grey hair on the sides and a thin build. Police say he also wears a yellow metal wedding ring and black band digital watch on his left wrist. McArthur is from New Zealand and speaks with a slight accent. SAN DIEGO (KGTV) -- San Diego County residents are bracing for planned outages ahead of Santa Ana winds moving in Thursday morning. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. The former vice president has also said he plans to halt funding for the border wall and reverse the Migrant Protection Protocols, allowing asylum seekers to wait in the United States, instead of Mexico, until their asylum case is heard. During the last presidential debate, Biden also promised a pathway to citizenship during his first 100 days in office. Rios says the passing of that plan would depend on who controls the senate come January. SAN DIEGO (KGTV) - Residents in many San Diego neighborhoods get a daily reminder of the odd inhabitants that are not native to the area.As the sun rises over the region, the squawks can be heard. The wild parrots are awake.While the sight of emerald, red-headed birds has long been gold for local photographers, what has remained a mystery to many is how they arrived in San Diego.Parrot originsAll of the wild parrots in San Diego are birds or descendants of birds brought to the area by people, according to Sarah Mansfield with SoCal Parrot, though some have speculated they migrated from Mexico. Mansfield added the birds weren't released in the area just once."Whether they were released intentionally or accidentally, several 'micro-releases' happened over many years," Mansfield said. "There are five established species of wild parrots in San Diego, and 13 species in Southern California, so it definitely wasn't just a pair or two that got out long ago."It wasn't illegal to buy wild-caught parrots until 1992, when the Wild Bird Conservation Act was signed into law in order to ensure exotic bird species were not harmed by international trade."The birds that were released came from the wild and have remained wild since," she adds.University of San Diego professor Janel Ortiz, who started the San Diego Parrot Project to research the parrots' eating habits and natural behaviors, says parrots may have been here longer than we think. "No parrots are native to California; there has been evidence of the parrots being here in the 1940s and weren't well documented until the 1960s," Ortiz says.Types of parrots in San DiegoCurrently, Mansfield says the main species in San Diego are Mitred Conures, Red-masked Conures, Blue-crowned Conures, Red-crowned Amazons, and Lilac-crowned Amazons.The Mitreds and Red-masked Conures can commonly be seen flocking together, while both Amazons species also live together.Residents may also notice both Consures and Amazons together in the same neighborhood at times, but usually they're not together, Mansfield says.How they survive hereSo how does a bird not native to San Diego find a way to survive?Find another non-native species. The parrots live off non-native fruiting and flowering trees, according to Mansfield. Ornamental trees, including magnolias, loquats, pines, eucalyptus, coral trees, and pecans, give parrots food and shelter all in one."They nest in cavities in the tall palms that line our beach community streets," Mansfield adds, something residents who aren't a fan of the birds' squawks know all too well.San Diego's climate makes their habitats all the more comfortable, as the warmth provides the perfect environment for the parrots. "While they could make a go of surviving in colder weather, they do better with our sunny San Diego temperatures," Mansfield said.Ortiz says San Diego may be one of the last locations where these endangered parrots can survive."Most of these parrots are endangered in their native ranges, but are thriving here in this new, urban habitat we've created," Ortiz said. "Urban places, like San Diego, may be one of the last locations these endangered parrots may be found if their populations continue to dwindle in their native ranges."While the birds are naturalized, meaning they are actively breeding in the area, it's unclear how successful they are at reproducing, Ortiz says.So far, the Parrot Project has observed some species-specific differences such as time to roost, or time they get together at night.Residents can help out by filing out a form online to document parrot sightings. 3607
