DENVER – The Denver City Council on Monday approved a pilot program to allow for a supervised injection site in city limits by a 12-1 vote, though the Colorado General Assembly will have to pass a measure allowing for such sites before anything can move forward.If approved, Denver would be the first city in the United States to have a safe-use injection site. Philadelphia and New York City have similar proposals in the works.The council passed the measure 12-1 after it passed its first reading last week in an 11-1 vote.The Denver measure allows for a pilot program that will allow for a supervised injection site for two years where intravenous drug users can use under supervision and where trained staff will also be able to administer Narcan, an overdose antidote, and medication that blocks the effects of opioids.The measure was put forth by councilman Albus Brooks, who has pushed the measure due to the high numbers of fatal overdoses in Colorado – one-fifth of which occurred in Denver last year."Many of our neighbors in Denver are struggling with this public health crisis. To do nothing would be a grave injustice. That's simply not who Denver is," Brooks said in a statement Monday evening. "The pilot program created by this ordinance is a sign that our city is committed to saving the lives of our neighbors."No public funds will be used for the site; it would be operated by a nonprofit or government entity that works with addicts. The site will have to be more than 1,000 feet from schools and daycare centers.The injection site would provide access to clean syringes, fentanyl testing strips, overdose antidotes and counselors who can refer people for substance use disorder treatments and medical and mental health services.Council members toured a similar injection site in Vancouver earlier this year as the General Assembly considered a safe injection site bill, which ultimately failed.The General Assembly will have to pass a new bill that allows for local municipalities to start such safe injection sites before Denver’s can move forward. Brooks has said he had higher hopes for such a measure with Democrats now in control of the state Senate."Our current policies around drug use aren’t working and overdose deaths are rising rapidly," said Lisa Raville, the executive director of the Harm Reduction Action Center. "A Denver supervised use site would significantly impact rates of public injection and help connect drug users with treatment. This is just one step we can take to start battling this problem, and I'm very grateful to Councilman Brooks and the Denver City Council for taking action tonight."In response to the measure’s passage Monday, Mayor Michael Hancock said he was “proud” of the council’s vote.“We need to start looking at more innovative ways to approach the #opioidcrisis,” he said in a tweet.Councilman Kevin Flynn made the lone vote against the measure. DEL MAR (CNS) - Two horses had to be taken by van from the track at Del Mar Racetrack Friday but both are expected to recover.The 5-year-old mare Magnolia's Hope was vanned off after being eased in the stretch of the fourth race, a 6 1/2-furlong claiming race on the dirt track for fillies and mares 3 years old and up which have never won two races."Though it is never good to be given a van ride, this does not appear to be a case of a life-threatening injury," Mac McBride, the Del Mar Thoroughbred Club's director of media, told City News Service. "We should know more about her condition tomorrow."Magnolia's Hope was fourth at the start of the race, took the lead a quarter-mile into the race and dropped to fourth in the field of seven through a half-mile.Magnolia's Hope has one victory in nine career starts, along with two second-place finishes and one third-place finish. She has earned ,260 in her career.The 4-year-old filly Velvet Queen also was vanned off after finishing third in the eighth race, a mile race on the dirt track for fillies and mares 3 years old and up which have never won ,000 once other than maiden. Velvet Queen injured a tendon, which McBride described as "not a major injury, one that equine (and human) athletes suffer in competition.""She'll need some time off to recover, but should be fine," McBride said.Velvet Queen has three victories, four second-place finishes and three third-place finishes in 16 career starts. DEL MAR (KGTV)- The popular stairs that connect Torrey Pines State Beach to the reserve trails are being removed for repairs. Park maintenance crews will be barricading the stairs Monday evening. They will be completely removed Tuesday morning, before high tide. The stairs will be removed for repairs for four to six weeks. They plan to repair as much as they can and keep the original metal staircase. The stairs have been in place for ten years. Crews tell 10News about one million hikers use the stairs annually. With high foot traffic and the wear and tear from the salt water, the stairs need some preventative work. The trails will remain open while the stairs are removed. Hikers will only be able to access the trails from the reserve trailheads. 764

DETROIT — A clash between Detroit police and protesters was caught on camera Sunday night.Video shared on Twitter shows a group of protesters marching near Waterman and Vernor Highway in Detroit. The peaceful demonstrators surrounded a police cruiser, which pulls forward and into a group of protesters.Some protesters jumped onto the hood of the vehicle as it pulled forward.Leo Alvarado, who was at a nearby gas station, witnessed the altercation."Just so happened to be getting out with my wife when we heard a bunch of screaming and turned around, and cops were plowing through the crowd or started to drive through the crowd," Alvarado said. "Craziness. I've never seen anything like that in my life. Hopefully never again have to see anything like that."Alvarado said a medic treated cuts and wounds that were on demonstrators' arms.
