WASHINGTON — During his opening comments at a Congressional hearing on Tuesday, Dr. Anthony Fauci — the nation's top infectious disease expert — reiterated his confidence that a viable vaccine for COVID-19 would be developed by the end of the calendar year.Fauci says he believes that "it will be when, not if" that there will be millions of doses of a viable vaccine available by the end of 2020.Fauci made those comments Tuesday before the House Committee on Energy and Commerce. VISTA, Calif. (KGTV) -- The man accused of killing his mother in her Oceanside home pleaded not guilty. He was not granted bail. Quiet and still. Anthony Sardina stood in front of Honorable James Simmons Jr., denying any involvement in his mother's murder. "Not guilty plea is entered on Mr. Sardina's behalf," Judge Simmons said.  The 37-year old is accused of killing his mother, 64-year-old Regina Sardina. The heinous crime was discovered by Anthony's younger brother, who found Regina's body in their Oceanside home Sunday afternoon. The deputy district attorney told reporters for the first time that Sardina used a knife to kill his mother."Anthony Sardina was arraigned on a complaint alleging one count of murder as well as what is known as a 'felony strike prior allegation,' and attached to the murder charges is the allegation that he personally used a knife in the commission of the offense," said deputy district attorney Robert Bruce.After the attack, investigators said Sardina took his mother's car to a nearby Hobby Lobby and caught a cab. Police arrested him shortly after tracking him through the cab company. "Oceanside did a terrific job investigating this offense, bringing it to the DA's office, we charged it quickly, and the case continues to be investigated," Bruce said. 10News found Anthony Sardina has a lengthy criminal felony record, with arrests dating back to 2009, and as recently as July 31st of this year. This ultimately led to him getting no bail. "The judge said no bail on the case, both on the murder charge, because of the nature of the charge, and the fact that he is on probation from a prior offense, which carries no bail," Bruce said. If found guilty, Sardina faces 51 years to life in prison.   1791

(KGTV) -- An earthquake with a preliminary magnitude of 3.6 rumbled Southern California Sunday morning.According to the US Geological Survey, the earthquake happened before 7:20 a.m. southwest of Warner Springs.The quake was originally reported as a 3.8 magnitude, but was later downgraded to a 3.6, the USGS reports.People throughout the county immediately took to social media to report the event. "Heard it more than I felt it," one Facebook user said. "Very strong I feel it around 7:20," another added. Other residents in Santee, Spring Valley, San Marcos, and Poway reported the shaking. 624

VISTA (CNS) - A man and woman were being sought Sunday after the man allegedly rammed and disabled a sheriff's deputy's patrol car while fleeing the scene of a theft at a 7-Eleven store.The theft happened at 2:10 p.m. and someone at the store began following the suspect who was driving a stolen car, according to Lt. William Amavisca of the sheriff's department.Deputies were notified of the theft and caught up to the suspect, who then rammed a deputy's vehicle on East Vista Way, Amavisca said. The deputy's vehicle was disabled. No injuries were reported.The suspect fled the scene and deputies later found the car abandoned and disabled, the lieutenant said. The driver and his female passenger apparently fled the scene on foot.A deputy recognized the man as having a felony arrest warrant, Amavisca said. 819

WASHINGTON (AP) — Lawmakers are embracing a one-week extension of government funding to buy time for more COVID-19 relief talks. The House on Wednesday easily passed a temporary funding bill that sets a Dec. 18 deadline for Congress to wrap up both a virus relief measure and a .4 trillion government spending bill. The Senate is expected to easily pass the bill before midnight Friday to avert a partial government shutdown. Meanwhile, negotiations continue over another round of virus aid. Leaders are in agreement about helping small businesses and preserving extra unemployment benefits, but disagree over the details of the package. 647
