SAN DIEGO (CNS) - Narcotics officers raided a Hillcrest smoke shop and arrested a clerk suspected of possessing a third of a pound of the synthetic drug spice and nearly ,000 in cash, authorities said Thursday.The raid Tuesday at Godfather Smoke Shop in the 3500 block of Fifth Avenue resulted in the arrest of 55-year-old Loay Lawrence, who's also suspected of possessing 375 pills of the synthetic drug Kratom.Both spice and Kratom are banned under the city of San Diego's synthetic drug ordinance, which was enacted in June of last year "in response to a high number of synthetic drug related overdoses," San Diego police Narcotics Unit Lt. Matt Novak said.Narcotics detectives began investigating the Godfather Smoke Shop after receiving a tip that spice was being sold there, Novak said. SAN DIEGO (CNS) - An ex-con and repeat DUI offender who was drunk when he drove on the shoulder of the freeway near Tierrasanta, striking and killing a tow-truck operator tending to a disabled trash truck, was sentenced Friday to 15 years to life in prison plus 10 years.Michael Gilbert Gray, 50, pleaded guilty in August to second-degree murder and admitted two serious felony priors, including a domestic violence conviction for hitting his wife and rupturing her eardrum.Charges of gross vehicular manslaughter while intoxicated and leaving the scene of the Feb. 23, 2017, collision that killed 55-year-old Fred Griffith were dismissed as part of the plea agreement.Griffith's sister, Danelle Ragsdale, said in a letter to the court that her brother -- a single father to three boys -- was "needlessly ripped from all of us."Ragsdale said Griffith and his three sons -- ages 15, 18, and 21 -- were "inseparable.""He (Fred) worked hard for the boys so they would have a good life," the victim's sister said in the letter read in court by Deputy District Attorney Cally Bright. "Fred was a ship in the night who would help you find your way to safety."Griffith's friend, Randall Resch, wrote in a letter that the victim was a "gentle giant" and one of the best heavy-duty tow-truck operators in San Diego County."Fred touched the hearts of everyone who knew him," his friend said. "To me, Fred died a hero's death."Before he was sentenced, Gray apologized to the victim's family and said he took full responsibility for Griffith's death.Witnesses testified during a preliminary hearing last year that they saw Gray's Ford Expedition swerve onto the shoulder of eastbound state Route 52 and narrowly miss a large disabled commercial trash truck before striking Griffith, who was standing outside his tow truck in front of the trash truck.Off-duty sheriff's Detective Mark Palmer testified that he activated his lights and siren in his vehicle and followed Gray's SUV before pulling him over a short distance down the highway.The defendant -- who had a half-empty bottle of vodka in his car -- was still showing signs of intoxication three hours after the crash, said Deputy District Attorney Cally Bright. Authorities said Gray's blood-alcohol content was .27 percent -- more than three times the legal limit -- at the time of the accident. SAN DIEGO (CNS) - An alleged drunken driver accused of running over and fatally injuring a co-worker, who was trying to prevent her from driving home following a night out in Kearny Mesa, was charged Tuesday with murder, gross vehicular manslaughter while intoxicated and hit-and-run causing death. Latisha Ingram, 33, is accused in the death last Thursday night of 25- year-old Ha Minh Ta.Deputy District Attorney Phillippa Cunningham said Ingram was charged with second-degree murder because she has a 2010 DUI conviction in Orange County.According to the prosecutor, Ingram and Ta met up with other co-workers for after-dinner drinks and the defendant, ``against the advice of friends,'' decided to try and drive home.RELATED: San Diego police: Man run over, killed after argument in Kearny Mesa parking lotIngram got into an argument with Ta about 11:30 p.m. in a parking lot in the 4600 block of Convoy Street, and she allegedly started to drive away while he was still holding onto her car. Ingram drove out of the parking lot and turned southbound onto Convoy Street, where Ta let go and was run over by the defendant, San Diego police Officer Robert Heimsthe officer alleged.Paramedics rushed Ta to a hospital, where he died from his injuries. SAN DIEGO (CNS) - An annual reading program by United Way of San Diego County helped nearly 500 students in the City Heights neighborhood improve their literacy skills, the nonprofit announced today.The "Readers in the Heights" summer reading initiative included 479 students from elementary schools in the City Heights area, a sharp increase from the program's 40 participants just two years ago. The program is intended to combat "summer slide," when students lose literacy gains they made during the school year. According to United Way, 86 percent of students assessed at the beginning and end of the program maintained or improved their reading comprehension."We use proven assessment tools to measure impact and they show that these literacy practices have made significant progress in student reading," United Way of San Diego County President and CEO Nancy Sasaki said. "These practices help close learning gaps and open new worlds by creating happy, excited and confident readers."United Way partnered with the San Diego Unified School District, the San Diego Public Library, the San Diego Police Department, PrimeTime SAY San Diego and Words Alive to produce the program.Members of the literacy group Words Alive trained members of the program's staff on how to implement evidence-based reading practices across the program's seven sites, including four elementary schools in and around City Heights. The students totaled nearly 10,000 hours of literacy learning during the 20-day program and received a total of 900 free books."Research shows that children who don't have access to books, camps or enrichment programs during the summer recess can lose more than two months of reading skills and can fall behind almost three months in their learning," said San Diego Unified School District Superintendent Cindy Marten. "Each year, the Readers in the Heights literacy initiative works to increase summer learning opportunities, and with the help of partners and volunteers, we are able to make a huge impact over four weeks. SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves.
