HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

Food safety is closely related to people's life and health and economic development and social harmony," Li said at the first plenary meeting of the recently-established food safety commission under the State Council.According to Li, this year's campaign will focus on the prominent issues of food additives, edible farm products, food production processing, food circulation and import and export, livestock slaughter, the catering industry and health supplements industry, among others."We should understand the foundation for the country's food safety is still weak and the situation is grave," Li said. Melamine-contaminated milk products killed at least six children in 2008 and sickened 300,000.Li stressed responsibility of food producers and vendors while calling on various government departments to strengthen supervision and guidance of these companies.He urged improvement in food safety standards and the food system production check-ups, risk evaluation, accident prevention and emergency response.Li vowed to "thoroughly" investigate the latest milk scandal, destroy all tainted products and severely punish those responsible.Two managers from a dairy company and a milk powder dealer in northwestern Shaanxi Province were arrested on charges of manufacturing and selling food that does not meet hygiene standards, local police said earlier this month.Li urged the strengthening of law enforcement by increasing the frequency of inspection and expanding the supervision to clear up potential troubles and ensure people spend a happy and peaceful Lunar New Year, which falls on Feb. 14 this year.

BEIJING, March 11 (Xinhua) -- China's export is witnessing a steady recovery as shown by February figures, but uncertainties in the external market could still hamper the revival, political advisors said here Thursday.China's exports grew for the third straight month in February, up 45.7 percent year on year to 94.52 billion U.S. dollars, the General Administration of Customs announced Wednesday.The dramatic increase was a result of a lower comparison basis last year, said Ju Yalian, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC) and also a senior foreign trade official in the eastern Zhejiang Province, one of the country's key export regions."But compared with figures in the corresponding period in 2008, when China's foreign trade was yet to be hit by the global financial crisis, we could still see a remarkable increase," she said on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body.China's exports rose 8.2 percent in February from two years ago while imports were up 9.8 percent.The increase indicated the country's continued economic recovery, and a trend of recovery in foreign trade, she said.However, Ju warned that the recovery in export could bring pressure of yuan appreciation and possible trade disputes.Liang Yaowen, head of the Department of Foreign Trade and Economic Cooperation of Guangdong, China's southern export powerhouse, also said that the condition is not "so optimistic", noting that China's foreign trade in February dropped 11.5 percent month on month.Commerce Minister Chen Deming said Saturday China's exports may need two or three years to return to the pre-crisis level, as "global recovery is still haunted by uncertainties.""Now it is still too early to say exports will see full-year growth this year," he said on the sidelines of the annual session of the National People's Congress (NPC), the country's top legislature.

BEIJING, Jan. 24 (Xinhua) -- China's central bank asked the nation's lenders to increase loans for rural development as farmers and rural business still had limited access to financing.Banks should issue more microloans to farmers to foster rural industries and urbanization, Liu Shiyu, deputy governor of the People's Bank of China, said at a meeting on rural financing service on Sunday."More efforts should be made to encourage financial institutions to offer rural financing services and participate in rural financial market," he said.Rural credit cooperatives should speed up corporate restructuring and play a leading role in rural financial market, Liu said.He also urged efforts to establish more village banks, microcredit companies and new types of financial institutions.Poor access to fund, as one of the reasons, has long kept China's rural development left behind the urban modernization.The situation has not been significantly improved despite repeated calls by government, as banks are relunctant to lend for lack of collaterals.By the end of September 2009, rural loans increased 29.1 percent year on year to 8.8 trillion yuan (1.29 trillion U.S. dollars), 8.3 percentage points higher than a year earlier
