PALA MESA, CA (KGTV) -- 10News is now digging deeper in the history of violations issued to the company that operated the bus that was involved in this rainy Saturday's deadly crash on I-15 just south of Pala Mesa. “One life lost is too many,” says Chris Turner with the Commercial Vehicle Safety Alliance. We spoke to him over FaceTime on Monday. The bus was operated by Executive Lines Inc., based in El Monte. According to the federal administration that oversees bus inspections, the company's fleet has had no crashes over the past two years, until now. However, they have had 26 maintenance violations, reportedly. After a November 2019 inspection, the same bus that was involved in this weekend's crash was reportedly issued two violations related to windshield wipers and spare fuses. Turner says violations like those should’ve been fixed right away. “Those need to be remedied before the vehicle is dispatched again,” he adds.10News spoke to attorney Nathan Morris about a separate major bus crash that happened last September in Utah, injuring 22 tourists. He's representing seven of the victims. “[I’m representing] three of those who were killed in the crash and their families as well as four others who were injured to various degrees,” he adds.Morris says bus passengers can look online for a snapshot of a company's safety. “They have a right as passengers of that bus to make sure that the driver and the companies and anybody else are held accountable for keeping the rules,” he says.“You enter the company's USDOT number and it will tell you whether or not they’re a safe company,” says Turner of researching bus companies online. A USDOT number is issued by the Department of Transportation. If you can’t find it on a company’s website, Turner says you can make a phone call. He adds, “One of the things they should readily give you when asked is the USDOT number and if not, that's immediately a red flag. Why won't you provide the number that just lets me check to make sure you're safe?”10News contacted Executive Lines Inc. on Monday to ask if there was anyone who could speak about the crash. PANAMA CITY, Fla. — A father and daughter were arrested on Tuesday in Panama City, Florida on charges of incest.Panama City Police arrested 39-year-old Justin Bunn and 19-year-old Taylor Bunn just before 11 a.m. on Tuesday.According to arrest records, the father and daughter were seen having sex in their backyard on Wakulla Avenue on February 18.On Tuesday, investigators say that both Justin and Taylor admitted to having consensual sex, arrest records state.Both were arrested and charged with incest. Justin's bond was set at ,000 and Taylor's bond was set at ,000. During a court appearance on Wednesday, a judge ordered that the father and daughter may not have any contact with each other. 729

PALA, Calif. (KGTV) – An Oceanside woman is dead and a man and 11-year-old are hospitalized after a vehicle was found overturned on an embankment near State Route 76. The family of three, a father, mother and son, were traveling from Palomar Mountain back to their home in Oceanside.At about 6:13 a.m. Friday, California Highway Patrol received a call from San Diego Sheriff's Department about a vehicle that had veered off the roadway. The driver, a 30-year-old man from Oceanside, said he was unsure of his location and knocked unconscious in the crash, but that he was somewhere along SR-76 between Palomar Mountain and Oceanside. He also was not sure what time they went over the edge, but said they had been driving around 11 p.m. Thursday night, which means they could have been down there for close to eight hours. Both agencies dispatched crews to find the vehicle and using his cellphone location, were able to find the vehicle just after 6:30 a.m. south of SR-76 near Bodie Blvd. The vehicle, a Subaru carrying, was about 300 feet down a steep embankment near the roadway."He wasn’t even sure when the crash happened. He thought he left somewhere around 11 o’clock last night, heading home from Palomar Mountain to Oceanside, so he may have been out there all night," said CHP Public Information Officer Mark Latulippe.The right-front passenger, a 30-year-old woman, had died from her injuries in the crash. The driver sustained major injuries and was taken to Palomar Medical Center. An 11-year-old male who was in the right rear of the Subaru also received major injuries and was taken to Rady Children's Hospital.The driver and child are expected to recover.A small dog was also in the vehicle at the time of the crash. Animal control helped locate the dog after the crash.Investigators are not sure how long the vehicle had been there. They believe sometime overnight the Subaru was traveling on SR-76 near the Wilderness Gardens Preserve when for unknown reasons it left the roadway and overturned down the embankment. All three victims were ejected during the crash and found either partially or fully outside of the vehicle, CHP says.The names of those involved in the crash were not released. Investigators do not believe impairment was a factor in the crash and everyone is believed to have been wearing a seatbelt. 2342

Police are looking for a man wanted for the disappearance and possible homicide in connection with a two-year-old near Bakersfield, California.Officers initiated an investigation into the disappearance of Ramon Angel Reyes-Chavez, 2, around 8:40 p.m. Wednesday night, police said.During the investigation, detectives developed information leading them to believe that Reyes-Chavez was the victim of a homicide.Detectives identified Kaleb Jordan Kessinger, 20, as a suspect in this case.They attempted to contact him when they saw him driving his car, but he took off about 10:45 p.m. Officers said he later crashed his car near Calloway Drive and Olive Drive.He was last seen running from the area.Officers were on scene in the Kern River Canyon, about three miles in near Democrat Boat Launch, regarding the investigation around 2 p.m. on Wednesday.Detectives obtained an arrest warrant for Kessinger for charges which include homicide and felony child abuse.  Kessinger is described as 6'2", 198 lbs, with blonde hair and green eyes.Investigators said they are continuing their search for Ramon Reyes-Chavez and are asking the public to contact the Bakersfield Police Department (661) 327-7111 with any information regarding this case or the whereabouts of Reyes-Chavez or Kessinger.Kessinger was pulled over in 2016 for speeding and was suspected of driving under the influence. He had 6.4 nanograms of marijuana in his system while driving, according to the District Attorney's Office. The case went to trial and was convicted in Dec. 2016, sentenced to four days in prison and granted three years of probation.  1679

Police are investigating after an underage girl was reportedly touched inappropriately at a Southwest Key facility in Phoenix. According to the Phoenix Police Department, 32-year-old Fernando Magaz Negrete, who works at the facility was seen by a juvenile witness touching a 14-year-old victim inappropriately on June 27.Court documents say a 16-year-old saw Negrete touching her roommate in their bedroom in June.The witness says she allegedly saw Negrete touching the girl's genitals and kissing her, court documents said. Additionally, Negrete was seen on surveillance video entering the girl's bedroom several times throughout the night.Negrete was contacted by police on Tuesday and made statements regarding his involvement. He was booked into jail on charges of molestation, sexual abuse, and aggravated assault. Arizona Representative Ruben Gallego?wrote a letter on Wednesday, asking for the Department of Health and Human Services' Inspector General to do an investigation of widespread reports of sexual abuse involving migrant children in federal custody. He also asked about their policies and whether they're following childcare regulations.The incidents include physical and sexual abuse suffered by a 6-year-old girl at a Southwest Key facility in Glendale, according to Gallego's office. Tucson police have also investigated multiple molestations at local Southwest Key locations. According to police reports obtained from ProPublica, police investigated molestation claims dating to 2014.Around the country, migrant children have reported abuse, neglect and assault at immigrant detention facilities. The Phoenix Southwest Key facility where Negrete worked is the same location First Lady Melania Trump visited in June.Southwest Key spokesperson Jeff Eller released the following statement on Wednesday: “When a child tells us of inappropriate behavior, we immediately call law enforcement and start an internal investigation as appropriate. That’s what happened in this case. Southwest Key always works with law enforcement to bring the full force of the law to bear when it is warranted.” 2211
