A Florida man is facing a charge of attempted murder after body camera and dashcam video showed him dragging a sheriff's deputy with his car during a traffic stop.Rocky Rudolph, 38, of Apopka, Florida, was pulled over by Seminole County Sheriff's Deputy Aaron Blais Saturday.The body camera footage released by the Seminole County Sheriff's Office Sunday shows the deputy and the driver having a calm, friendly interaction in the first few minutes of the traffic stop after Blais tells Rudolph he pulled him over for having tinted windows. The two men even joke with each other about the suspect's unusual name.But things turn sour when Blais asks Rudolph if he has any marijuana in the vehicle before telling him to turn off his vehicle.Instead, Rudolph throws the car in drive as the deputy hangs out of the window screaming for the driver to stop.Rudolph briefly stops and Blais points a gun at him ordering him to stop the car before Rudolph pulls off again toward a highway.Dashcam video shows the deputy fall off of the vehicle as it speeds away.The sheriff's office searched for Rudolph following the incident and he was taken into custody shortly before 4:30 p.m. Saturday, the department said.Blais was treated for non-life-threatening injuries and released from the hospital Saturday, according to the Seminole County Sheriff's Office.Rudolph is being held without bond in Seminole County Jail on charges of attempted first-degree murder of a law enforcement officer, aggravated battery on a law enforcement officer, and resisting an officer with violence, according to the county jail roster.A court appearance for Rudolph is scheduled for 2 p.m. Monday.CNN has not determined whether Rudolph currently has legal representation in this case. 1764

A federal district court judge handed the Trump administration another defeat in its attempt to allow states to impose work requirements in Medicaid, which has caused 18,000 people to lose coverage so far.In two closely watched cases, US District Court Judge James Boasberg Wednesday voided the administration's approvals of requests by Kentucky and Arkansas to mandate that low-income people work for benefits and kicked the matter back to the Department of Health & Human Services for further review. Boasberg also suspended the program in Arkansas, which began in June.In both cases, the approvals did not address how the requests would align with Medicaid's core objective of providing Medicaid coverage to the needy, the judge said. However, Boasberg also said that it's not impossible for the agency to justify its approvals, but it has yet to do so.The Centers for Medicare & Medicaid Services, which has granted work requirement requests from nine states and is considering several more, was not deterred by the ruling."We will continue to defend our efforts to give states greater flexibility to help low income Americans rise out of poverty," said Seema Verma, the agency's administrator. "We believe, as have numerous past administrations, that states are the laboratories of democracy and we will vigorously support their innovative, state-driven efforts to develop and test reforms that will advance the objectives of the Medicaid program."Consumer groups sued the administration, arguing that mandating low-income people to work for benefits runs counter to Medicaid's objective of providing the poor with access to health care."We are gratified by the court's rulings today. They mean that low-income people in Kentucky and Arkansas will maintain their health insurance coverage -- coverage that enables them to live, work, and participate as fully as they can in their communities. Coverage matters, plain and simple," said Jane Perkins, legal director at the National Health Law Program, one of the groups involved in both suits.The advocates were seeking to stop the requirement in Arkansas, which yanked coverage from 18,000 people after they failed to meet the new rules. Arkansas was the first state in the nation to implement the mandate after the Trump administration began allowing it last year."I am disappointed in the decision handed down late this afternoon," Arkansas Republican Gov. Asa Hutchinson said. "I have not yet had the opportunity to review the opinion in its entirety, but I plan to do so this evening and provide further comment tomorrow morning on the future of the Arkansas Works work requirement."Also, the consumer groups once again sued to block the start of work requirements in Kentucky, which had to halt implementation last June after the same judge voided the federal government's approval. A 2-year-old boy was found dead Monday inside a daycare van in Oakland Park, Florida, authorities said.The boy had been transported in the van to Ceressa's Enrichment and Empowerment Academy at some point Monday, Broward County Sheriff's Office spokeswoman Keyla Concepcion said.The Sheriff's Office does not know what time the boy arrived at the daycare, or what happened between then and the time he was found deceased inside the van.The sheriff's office and Oakland Park Fire Rescue crews were called at around 3:20 p.m., 537

  Amtrak says a train with almost 200 people on board is finally moving again after 36 hours stuck in a snowy spot south of Eugene, Oregon.No one was hurt when the train hit a tree that had fallen onto the tracks Sunday about 6:18 p.m., Amtrak said. And passengers reported a "kumbaya" atmosphere during the ordeal.The train is being pulled by a Union Pacific locomotive back toward Eugene, said Tim McMahan, spokesman for Union Pacific, which owns the Oregon rail line where the train had been stranded. 526
