SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289

A San Diego Police flyer indicated he was prepared to meet friends and never arrived.Billingsly earned a degree in business administration and marketing from SDSU. He traveled to his native Sacramento and earned money for his return to San Diego, his mother Christel told 10News.Christel Billingsley said her son was looking for a job and wanted to save on rent. After June 1, he did not have a permanent address and started couch-surfing at friends’ homes in Pacific Beach.Wesley and his Ford Expedition disappeared June 12. “It’s completely out of character,” said his mother.Christel paid her son’s phone bill and described him as a social media junkie. About two months ago, the phone stopped showing activity.“Everything stopped on June 12. He just vanished off the face of this earth,” Christel said.Christel is employed as a school officer manager in Sacramento and recently returned to her job after summer break. SAN DIEGO (KGTV) - Students in the San Diego Continuing Education welding class have found their own unique way to honor the legacy of Dr. Martin Luther King Jr.They're building a scale replica of the Liberty Bell to enter as a float in this year's MLK Day Parade."The parade theme, every year, is Let Freedom Ring," says instructor Mike Bradbury. "So you have to come up with something that revolves around Let Freedom Ring."Recreating the Liberty Bell seemed like a natural fit, as it echos Dr. King's call for liberty and freedom."We talked about what that means to all Americans, not just a certain race," says Bradbury. "So they get to learn a lot of different aspects of what the man, Martin Luther King, stood for."They also learn about project management from a welding perspective. Students say it was a good way to break up the tedium of every day classes."This is a real world project," says second semester student Josh Zazueta. "We have a deadline. We have a budget.""With regular welding, there is problem solving," says student Donasia Brown. "But with this, it's about encountering issues and all of us saying how we're going to solve this together."The bell itself is quite an undertaking. It required more than 10,000 welding notches and about a mile of wiring to build. SAN DIEGO (KGTV) — The Ninth Circuit Court of Appeals rejected an emergency injunction for a Chula Vista church to hold Christmas Day services indoors.South Bay United Pentecostal Church, which has had legal challenges denied over California's COVID-19 restrictions against places of worship holding indoor services, requested the injunction while its appeals case works its way through the courts.Thursday, the Ninth Circuit denied the request but the case will see a full hearing on the merits on January 15, 2021.RELATED: Los Angeles County change on indoor religious services could impact South Bay lawsuit"We are extremely disappointed that the Ninth Circuit has yanked the joy of Christmas away from South Bay United Pentecostal Church and its congregants," Charles LiMandri, one of the attorneys representing the church, said in a statement.LiMandri said they will request that the U.S. Supreme Court intervene in the case. The country's highest court has already ruled in favor of religious institutions in a New York case, prompting Los Angeles County to amend their public health order to allow for indoor religious services under certain modifications.“By refusing to allow South Bay to participate in the worldwide celebration of the birth of Jesus Christ, the court is continuing to perpetuate the violations of religious liberty that Governor Newsom has been executing for nine months under the guise of COVID-19 prevention,” said LiMandri.California's regional stay-at-home order prohibits indoor operations across several industries, including churches and places of religion.South Bay United Pentecostal Church has argued against the state's restrictions since May. SAN DIEGO (KGTV) -- Support for the Black Lives Matter movement is now visible on a downtown San Diego street.Over the weekend, various Black Lives Matter banners were put up on Broadway, between Third Avenue and Kettner Boulevard.The banners showcase the work of San Diego-based artist Anthony Tyson, and they display the message that Black lives of every age, gender, preference, past, and future matter.“You know, not that many people of my color, of my ethnicity is around this area. So, my people can come down and see it, and then also you have people that are used to this area seeing something different. And it gets them to ask the question of ‘what is this?’ and that's all you really need at the end of the day,” Tyson told ABC 10News.Tyson collaborated with the nonprofit Downtown San Diego Partnership for the project.“The Downtown Partnership believes strongly in its duty to ensure organizational efforts are promoting equality and addressing systemic injustice and racial discrimination wherever they exist. In addition to commitments made within the organization, the Downtown Partnership is working to foster a greater sense of cultural vibrancy through placemaking and special projects.
