SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations.The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. Hospitalizations have increased 28% over the past two weeks.6,485 Californians were hospitalized with coronavirus, according to Newsom.Three Northern California counties reported diminished ICU capacity -- Placer, Butte, and Lake."This virus is not going away anytime soon," Newsom said. SAN DIEGO (KGTV) - Driving under the influence arrests have dropped noticeably in cities where ride sharing programs have expanded, a new study says.An analysis performed by Moll Law Group and the University of California says DUI arrests in San Diego dropped 32% from 2015 to 2016.The study also looked at four other major cities with declines in California: 28% in San Jose, 26% in Sacramento, 14% for Los Angeles and the San Francisco-Oakland area.“We still seeing quite a few impaired people, they’re just not sitting in the front seat,” said Mark McCullough with San Diego Police Department’s traffic division.McCullough says the declining trend began a few a years ago when more new forms of transportation became available.“Five years ago we’d run a DUI checkpoint on a Friday night and we’d arrest 20 people and up,” said McCullough, “now on any given Friday if we arrest 10-15 people that’s a busy night for us.”Experts believe there may be other reasons behind the figures declining, but it’s still a number they don’t mind going down.“You’re not using your brain to your full potential if you get arrested for a DUI,” said McCullough, “there are just so many forms of alternative transportation.” 1225

Animals, package thieves.But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles.The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said.The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway.The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. Zane, PUSD's board president. Zane was one of the targets as well, but won his election and is now president."It's just inappropriate, it's conduct unbecoming of a board member," Zane said. Some parents and teachers, echoing that, have already started to demand Beatty step down.10News tried to talk to Beatty at her home, but she told 10News, "no comment."The California Fair Political Practices Commission said they're looking into whether Beatty and her husband violated part of the political reform act.Zane left shaking his head, saying, "it was sneaky, it was done stealthily." 2012
